About approval of Standard qualification characteristics of positions of heads and specialists of agricultural economies
According to the subitem 17) Article 16 of the Labor code of the Republic of Kazakhstan of November 23, 2015 PRIKAZYVAYU:
1. Approve the enclosed Standard qualification characteristics of positions of heads and specialists of agricultural economies.
2. Recognize invalid the order of the Minister of Agriculture of the Republic of Kazakhstan of July 1, 2013 as No. 17/308 "About approval of Standard qualification characteristics of positions of heads and specialists of agricultural industry" (it is registered in the Register of the state registration of regulatory legal acts at No. 8614, it is published on May 17, 2014 in the Kazakhstanskaya Pravda newspaper No. 96 (27717)).
3. To provide to department of strategic planning and analysis of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within 10 (ten) calendar days from the date of the state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) within 10 (ten) calendar days after the state registration of this order the direction it the copy on official publication in periodic printing editions;
4) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication;
5) within 10 (ten) working days after the state registration of this order submission to legal department of service of agricultural industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.
4. This order becomes effective after 10 (ten) calendar days after day of its first official publication.

1. These Standard qualification characteristics of positions of heads, specialists of agricultural economies (further - qualification characteristics) are designed to promote the correct matching and placement of personnel, increase in their qualification, employee assessment, labor division between heads, specialists, and also to ensuring unity in determination of job responsibilities of these employee categories and the qualification requirements imposed to them on categories of compensation.
2. Qualification characteristics of positions of specialists: the accountant, the economist, the lawyer, the HR specialist, the translator are determined in qualification characteristics of separate positions of specialists of public institutions and state companies, general for all fields of activity approved by the order of the Minister of health and social development of the Republic of Kazakhstan of September 1, 2016 No. 775 (it is registered in the Register of the state registration of regulatory legal acts at No. 14281).
Qualification characteristics of positions of heads and specialists of scientists, specialists in the field of the software, and other engineering personnel are determined by public procurements in the job evaluation catalog of positions of heads, specialists and other employees approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan on May 21, 2012 No. 201-o-m (it is registered in the Register of the state registration of regulatory legal acts at No. 7755).
3. In case of development of job descriptions refining of the list of works which are inherent to the corresponding position in specific organizational specifications is allowed, and requirements to necessary special training of workers are established.
4. Qualification characteristics are developed by the Ministry of Agriculture of the Republic of Kazakhstan.
6. Job responsibilities:
performs management of organization activity (branch) of agricultural field of activity;
ensures safety and use of property of the organization (branch);
will organize work and interaction of structural divisions of the organization (branch);
provides accomplishment by the organization of obligations to the government budget, accumulation pension and insurance funds, suppliers, customers and creditors, including banks, and also accomplishment of economic and employment contracts (contracts), indicators of indicative plans and business plans;
will organize production economic activity on the basis of use of the modern equipment and advanced technologies, the progressive forms of government and labor organization;
takes measures for providing the organization (branch) with qualified personnel, rational use and development of their professional knowledge and experience;
resolves the issues concerning financial and economic organization activity (branch);
approves the staff list, the financial plan, the annual statement and the annual balance sheet of the organization (branch);
provides to workers timely and in full salary payment;
enhances organizational and managerial structure, forms and methods of work of the organization (branch);
provides respecting the rule of law in organization activity (branch);
protects valuable interests of the organization (branch) in court, arbitration, state bodies;
will organize and provides employees of the organization (branch) of additional professional education (advanced training, occupational retraining);
takes measures for ensuring accomplishment by employees of the organization (branch) of the job responsibilities;
provides accomplishment by employees of the organization (branch) of employment policies and procedures, provides observance of rules and regulations of safety and labor protection;
participates in conferences, seminars, exhibitions;
provides carrying out prophylaxis on injury prevention and occupational diseases;
takes the measures directed to fight against corruption within the competence and also bears the personal responsibility for taking measures to anti-corruption.

procedure for creation and approval of the budget estimate of the income and expenses and the profit and loss budget on the means received from revenue-producing activities of the organization (branch), methods of managing and management of the organization (branch), achievements of science and the best practices in the corresponding industry of agricultural industry, basis of the labor, civil, administrative and penal legislation, the basis of the economy, labor organization and management, employment policies and procedures, rules on safety and labor protection and fire-safety.
8. Requirements to qualification:
the higher education (and/or the bachelor, magistracy, the doctor of philosophy of PhD, the doctor on profile) in the directions: business and management and/or the right and/or social sciences and/or crop production and/or livestock production and/or veterinary science and length of service on executive positions at least 5 years.
9. Job responsibilities:
performs management of activities of structural division, will organize and coordinates its work, makes decisions on questions according to the main objectives and functions of division;
participates in determination and realization of policy of the organization, the development strategy on the problems which are object of activity of division;
directs plan development of actions, instructive and methodical documents;
analyzes results of production economic activity of division;
considers and makes decisions according to the documents and materials arriving in division, determines operating procedure with them;
draws the conclusions under the draft documents arriving in division for review of the questions which are object of activity of division;
will organize the course of realization of management decisions, their methodological providing, analyzes other documents accepted by higher management;
submits for consideration to higher bodies of management reports, offers, drafts of decisions on the questions entering competence of division;
directs and directly participates in the organization and holding seminars, meetings, consultations for activities of division;
distributes job responsibilities between subordinate workers;
gives orders to subordinate workers and analyzes results of their work;
creates conditions for advanced training of subordinate workers;
interacts with authorized state bodies, third parties, structural divisions of the organization for the solution of the questions entering competence of division;
provides rational use material, financial and manpower of division;
carries out work on the information security which is the state, trade and official secret;
makes offers to management of the organization for enhancement of work of division, about encouragement, imposing of penalties on subordinate workers;
provides accounting of results of work of division, maintaining and timely submission of the established reporting;
provides respect by subordinate workers of rules and regulations of safety and labor protection, production and labor discipline, employment policies and procedures;
takes the measures directed to fight against corruption within the competence and also bears the personal responsibility for taking measures to anti-corruption.

11. Requirements to qualification:
the higher education (and/or the bachelor, magistracy, the doctor of philosophy of PhD, the doctor on profile) in the directions: business and management and/or the right (law, international law) and/or social sciences (economy, management, accounting and audit, finance, the public and local authority, marketing) and/or crop production and/or livestock production and/or veterinary science and length of service in the direction of professional activity at least 4 years.
12. Job responsibilities:
performs management of activities of structural division, will organize and coordinates its work, makes decisions on questions according to the main objectives and functions of division;
participates in determination and realization of policy of the organization, the development strategy on the problems which are object of activity of division;
directs plan development of actions, instructive and methodical documents;
