About installation on objects of electric, gas and water meters

For the purpose of effective use of energy carriers and water, regulation of their expenditure and exact individual accounting, the Cabinet of Ministers of the Azerbaijan Republic decides:

1. Determine that since September 1, 2004 on all objects designed and put into operation in the Azerbaijan Republic, irrespective of pattern of ownership, source of financing and appointment including in premises installation of electric, gas and water meters shall be without fail provided and performed.

2. Charge to Azersu Joint-stock company within 2 years at the expense of own means to provide installation of water counters on the artesian wells and other sources of water which are on balances on supply with drinking water.

3. Charge to the State committee on property questions, the Ministry of Finance of the Azerbaijan Republic, to Joint-stock companies "Azerenerzhi", "Azerigaz", "Azersa" to submit within two-month term within the Cabinet of Ministers of the Azerbaijan Republic for adoption of the resolution the approved offers on the organizations contractors which will establish electric, gas and water meters on all objects including in premises, irrespective of pattern of ownership, constructed, transferred to use and being in operation so far, on sources of financing of these works and completion dates.

4. Charge to the Ministry of emergency situations of the Azerbaijan Republic, to the State committee of town planning and architecture, the State agency of water resources of the Azerbaijan Republic, the city and district executive authorities within the competence to take all necessary measures for non-admission of construction and commissioning of the objects which are not meeting the requirements of Item 1 of this resolution.

5. For the purpose of creation in the republic of new workplaces and stimulations of local production to charge to the Ministry of defense industry of the Azerbaijan Republic and other local producers wishing to be engaged in production of counters, to organize production meeting international standards and competitive electric, gas and water meters taking into account technical proposals to Regional service of water management under the State agency of water resources and service of water supply of the large cities, Azerigaz Private company and other organizations rendering utilities.

To the state committee on questions of property of the Azerbaijan Republic to give necessary assistance to the Ministry of defense industry of the Azerbaijan Republic and other local producers wishing to be engaged in production of counters, in production organization of the specified counters.

6. Charge to the State committee of the Azerbaijan Republic of town planning and architecture:

* in connection with execution of Item 1 of this resolution to make corresponding changes to the corresponding standard rates of designing applied in the republic and to procedure for commissioning finished by construction of facilities;

* within the competence to provide constant control behind execution of this resolution and to quarterly inform the Cabinet of Ministers of the Azerbaijan Republic on the course of cases in this area.

7. Charge to Public service on anti-monopoly control and control over the consumer market under the Ministry of Economics:

* provide together with the manufacturing companies certification of the electric, gas and water meters made in the republic according to requirements of international standards;

* organize creation of the State register of electric, gas and water meters which will be used in the territory of the Azerbaijan Republic, twice a year to inform the Cabinet of Ministers of the Azerbaijan Republic on the data arriving in the register.

8. In accordance with the established procedure to represent to all relevant organizations to Public service for anti-monopoly control and control over the consumer market under the Ministry of Economics of the data, subject to inclusion in the State register of electric, gas and water meters.

9. This resolution becomes effective from the date of signing.
