PROTOCOL OF THE SIXTY EIGHTH MEETING OF COUNCIL ON THE RAIL TRANSPORT OF THE STATE PARTIES OF COMMONWEALTH OF INDEPENDENT STATES

(On May 17-18, 2018)

The sixty eighth meeting of Council for rail transport of the State Parties of the Commonwealth took place on May 17-18, 2018 in Bishkek.

Participated in meeting: members of council are heads of railway administrations of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, Ukraine, associated members of Council are heads of railway administrations of the Republic of Bulgaria, Georgia, the Republic of Latvia and the Republic of Finland, according to Regulations on Council - heads of railway administrations of the Republic of Lithuania, the Republic of Estonia and the Chairman of Directorate of Council for rail transport of the State Parties of the Commonwealth.

Observers at Council - representatives of railway administration of the Islamic Republic of Iran and International Trade Union Confederation of railroad workers participated in meeting.

The representative of Executive committee of the CIS participated in meeting.

The participant list of meeting is attached (Appendix No. 1 *).

The Co-chairman of Council, the CEO of GP "The Kyrgyz Railroad national company A. B. Nogoybayev presided over meeting.

The meeting approved the following agenda:

1. About accomplishment of decisions of the sixty seventh meeting of Council and results of operational network functioning of the railroads for 2017 and the first quarter 2018.

2. About results of work of passenger complex in the international message for 2017 and the first quarter 2018.

3. About standard rates of the train schedule for 2018/2019.

4. About results of census of containers in 2017 and preparation for census of goods wagons in 2018.

5. About condition of settlement between railway administrations for 2017 and the first quarter 2018.

6. About the Chairman of Directorate of Council and vice-chairmen of Directorate of Council.

7. About information on the course of accomplishment of the decision of Council of CIS Heads of Government of October 18, 1996 about the Concept of establishment of the approved tariff policy on rail transport of the State Parties of the CIS for 2017.

8. About the Estimate on expense recovery of TsSS - Russian Railway branch of JSC for communication services for ensuring coordination activities of Directorate of Council and railway administrations for 2018.

9. About execution of the Expense budget on ensuring activities of Directorate of Council for 2017 and the Report of Audit committee of Council for check of execution of this Estimate.

10. About execution of the Expense budget on ensuring activities of Data processing center of railway administrations, including expense recovery of GVTs - Russian Railway branch of JSC, for 2017 and results of check of execution of this Estimate.

11. About rewarding with the Certificate of honor of Council.

12. About the agenda, date and the venue of the sixty ninth meeting of Council.

Having considered draft documents and materials, Council made decisions:

About accomplishment of decisions of the sixty seventh meeting of Council and results of operational network functioning of the railroads for 2017 and the first quarter 2018

1. Take into consideration information of Directorate of Council and railway administrations on accomplishment of decisions of the sixty seventh meeting of Council and results of operational network functioning of the railroads for 2017 and the first quarter 2018.

2. In 2017:

2.1. The loading plan in general is implemented for network on % 101,9. It is transported 2002, by one million tons of loads that there is higher than the level of 2016 on 55,6 of one million tons (+ % 3,1);

2.2. The cargo turnover grew by % 6,3, average range of transportation of goods increased by km 48,3 (+ % 3,3);

2.3. Undertaken obligations on cargo loading by railway administrations are exceeded: Azerbaijan Republic (+ % 17,1), Republic of Armenia (+ % 8,0), Republic of Belarus (+ % 3,7), Republic of Kazakhstan (+ % 3,2), Republic of Moldova (+ % 28,7), Russian Federation (+ % 1,1), Republic of Tajikistan (+ % 11,9), Turkmenistan (+ % 39,3), Ukraine (+ % 1,0), Georgia (+ % 16,5), Republic of Latvia (+ % 14,5), Republic of Lithuania (+ % 18,2), Republic of Estonia (+ % 1,0). Undertaken obligations are not in full fulfilled on cargo loading of the Kyrgyz Republic by railway administrations (-% 12,7), the Republic of Uzbekistan (-% 0,8).

Decrease in cargo loading is allowed to the level of 2016 by railway administrations of the Azerbaijan Republic (-% 21,2), the Republic of Armenia (-% 0,4), Ukraine (-% 5,0), Georgia (-% 6,1), the Republic of Latvia (-% 9,6);

2.4. Accomplishment of undertaken obligations of the loading plan on 36 line items or 85,7 of % of the considered nomenclature is provided;

2.5. Transportation of goods in containers increased by 2016 by % 14,1, and to the accepted plans - by % 8,6;

2.6. Transportation of goods in the international message increased by 9,0 of % and constituted 14,9 of % of total amounts of transportations;

2.7. Turnover of general goods wagon constituted 13, days and is accelerated to the standard rate on 0,26 of days, and in comparison with 2016 - on 0,46 of days, including for gondola cars - on 0,36 of days, tanks - on 0,23 of days;

2.8. On network of the railroads the total quantity of the unaccepted (unhooked) goods wagons in case of delivery on interstate joint Items increased (further - MGSP) by 11781 cars or +19% to the level of 2016;

2.9. The total quantity of the unaccepted (unhooked) goods wagons increased by MGSP of delivery of railway administrations: The Republic of Estonia in 7,1 of time, the Azerbaijan Republic for 65%, the Republic of Belarus for 33%, the Russian Federation for 32%, the Republic of Tajikistan for 31%, the Republic of Kazakhstan for 30%, the Republic of Uzbekistan for 9%;

2.10. The quantity of the unaccepted (unhooked) goods wagons increased by MGSP of delivery of railway administrations for the following reasons:

commercial: The Republic of Estonia - in 11,6 of time, the Russian Federation - for 46%, the Republic of Belarus - for 44%, the Republic of Lithuania - for 14%;

customs: The Republic of Belarus - in 8,5 of time, the Republic of Lithuania - for 78%;

technical: The Azerbaijan Republic - in 2,8 of time, the Republic of Tajikistan - for 71%, the Republic of Uzbekistan - for 57%, the Republic of Kazakhstan - for 51%, Turkmenistan - for 44%, Ukraine - for 19%, the Russian Federation - for 14%, the Republic of Belarus - for 10%.

3. For the first quarter 2018:

3.1. The loading plan in general is implemented for network on % 101,1. It is transported 493, by one million tons of loads that there is higher than the level of 2017 on 12,7 of one million tons (+ % 2,6);

3.2. The cargo turnover grew by % 4,7, average range of transportation of goods increased by km 30,8 (+2%);

3.3. Undertaken obligations on cargo loading by railway administrations are exceeded: Azerbaijan Republic (+ % 12,5), Republic of Armenia (+ % 11,7), Republic of Belarus (+ % 10,1), Republic of Kazakhstan (+ % 2,8), Kyrgyz Republic (+ % 1,1), Republic of Moldova (+ % 12,0), Russian Federation (+ % 0,5), Republic of Tajikistan (+ % 84,1), Turkmenistan (+ % 31,4), Georgia (+ % 23,5), Republic of Lithuania (+ % 9,4), Republic of Estonia (+ % 8,8). Undertaken obligations are not in full fulfilled on cargo loading by railway administrations of Ukraine (-% 2,6), the Republic of Latvia (-% 1,3).

Decrease in cargo loading is allowed to the level of the same period of 2017 by railway administrations of the Azerbaijan Republic (-% 19,3), Turkmenistan (-% 4,2), Ukraine (-% 5,7), the Republic of Lithuania (-% 0,6), the Republic of Estonia (-% 11,4);

3.4. Accomplishment of undertaken obligations of the loading plan on 32 line items or 76,2 of % of the considered nomenclature is provided;

3.5. Transportation of goods in containers increased by the same period of 2017 by % 12,6, and to the accepted plans - by % 11,8;

3.6. Transportation of goods in the international message increased by 6,1 of % and constituted 15,4 of % of total amounts of transportations;

3.7. Turnover of general goods wagon constituted 13, days and is accelerated to the standard rate on 0,14 of days, and in comparison with the same period of 2017 - on 0,03 of days, including for gondola cars is slowed down on 0,32 of days, tanks is accelerated on 0,35 of days;

3.8. The number of the unaccepted (unhooked) cars in case of delivery on MGSP in general on network of the railroads decreased by 1482 cars or for 9% by the same period of 2017;

3.9. The quantity of the unaccepted (unhooked) goods wagons increased by MGSP on railway administrations: The Republic of Estonia in 2,7 of time, the Republic of Latvia in 2,6 of time, Turkmenistan in 2,3 of time, Ukraine for 24%, the Republic of Uzbekistan for 11%;

3.10. The quantity of the unaccepted (unhooked) goods wagons increased by MGSP of delivery of railway administrations for the following reasons:

customs: Turkmenistan - in 7,3 of time, the Republic of Belarus - in 6,2 of time, the Republic of Lithuania - in 3,1 of time, the Republic of Latvia in time 2,5;

commercial: The Republic of Latvia - in 2,6 of time, the Republic of Uzbekistan - for 47%, Turkmenistan - for 45%, the Republic of Kazakhstan - for 9%;

technical: Turkmenistan - in 2,6 of time, Ukraine - for 72%, the Republic of Belarus - for 16%, the Republic of Uzbekistan - for 9%, the Republic of Kazakhstan - for 6%.

4. Along with certain progress the adverse moments in the organization of operational work in the international message took place:

4.1. Rhythm of transfer of cargo trains on MGSP within reporting days was not provided;

4.2. Cases of untimely acceptance of cargo trains on MGSP and temporary leaving from movement, violation of technological standard rates and standard rates of turnover of locomotives on adjacent railway administrations were allowed;

4.3. Cases of untimely response to appeals of railway administrations under approval of passing of empty cars for ensuring loading took place.

5. To railway administrations:

5.1. Analyze the facts of the unsatisfactory organization of operational work in the international message and take measures for their elimination;

5.2. The Azerbaijan Republic, Ukraine, Georgia, the Republic of Latvia to analyze decrease in cargo loading in 2017 to the level of 2016;

The Azerbaijan Republic, Turkmenistan, Ukraine, the Republic of Lithuania, the Republic of Estonia to analyze decrease in cargo loading for the first quarter 2018 to the level of the same period of 2017;

To inform Directorate of Council till July 1, 2018 on analysis results and planned activities;

5.3. Continue work directed to reducing quantity of the unaccepted (unhooked) goods wagons on MGSP when carrying out customs, commercial and engineering supervision;

5.4. Provide transfer to data-processing center of ZhA of data on the reasons of not acceptance (uncouplings) of goods wagons on MGSP in strict accordance with the operating KZhA 6102 qualifiers 07, to KZhA 6103 07, KZhA 2005 05 and the Instruction for execution of the transfer train sheet and the message 4770 "Data on vehicles and loads in the train";
