About approval of Rules of activities of polygons and training centers of Armed Forces of the Republic of Kazakhstan

According to subitem 19-48) of Item 21 of the Regulations on the Ministry of Defence of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of August 16, 2001 No. 1074 I ORDER:

1. Approve the enclosed Rules of activities of polygons and training centers of Armed Forces of the Republic of Kazakhstan.

2. To provide to department of combat training of the General Staff of Armed forces of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic introduction "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of activities of polygons and training centers of Armed Forces of the Republic of Kazakhstan

Section 1. General provisions

1. These rules of activities of polygons and training centers of Armed Forces of the Republic of Kazakhstan (further - Rules) determine procedure for activities of polygons and training centers of Armed Forces of the Republic of Kazakhstan.

2. In these rules the following concepts are used:

1) the autodrome - the site of the area equipped for training and enhancement of skills at the military personnel in driving of cars, track type tractors and transporters;

2) army shooting range - the site of the area intended for accomplishment by the military personnel of divisions of exercises of educational and control firing practice from small arms, shoulder, easel and subbarrelled launchers, exercises at throwing of manual fighting grenades;

3) air aviation polygon - the specially allotted parcel of land with airspace over it equipped for carrying out air firing practice, launches of guided missiles of the class "air-air" on air radio-controlled, parachute targets and rockets targets, shooting of weapon and also for carrying out firing practice and missiles launches on air targets antiaircraft rocket parts and divisions, divisions and parts of antiaircraft artillery;

4) the fire town of means of air defense - the educational object with the site of the area equipped for single preparation of numbers of crews (calculations) to rules of firing and fighting work, fighting coordination and fire control of the antiaircraft rocket and artillery battery with accomplishment of educational and fighting firing practice by the rifle boss;

5) track of the intelligence agent - the site of the area equipped for training of prospecting divisions in tactical and special and special preparation, and also in prospecting preparation of types of military forces;

6) initial boundary - the line designating the safe place for creation and preparation for firing of the next change of trainees, placement of fighting vehicles before accomplishment of exercise, problem definition to divisions. On tactical maneuvers with combat firing and fighting firing practice of artillery depending on depth of fighting procedures for troops the starting position is appointed outside the boundaries of educational object;

7) the fire town of infantry fighting vehicles - the object intended for holding shooting trainings on accomplishment of preparatory exercises by the military personnel of motorized rifle divisions by infantry fighting vehicles, armored personnel carriers and armored wheel vehicles;

8) imitation - creation of false objects, reproduction of the signs inherent in troops, military facilities, military equipment and arms, by means of application of prototypes, radio engineering, radio-electronic, pyrotechnic, light, sound, smoke and engineering means, and also different device of constructions (control centers, entrenchments, trenches, line items);

9) the imitating field - the site of the area of the target field which is specially prepared and equipped with means of imitation as envisioned by tactical maneuvers;

10) imitating and blasting team - the team intended for carrying out imitation and blasting unexploded ammunition (shells, min., aviation bombs, imitating charges and explosive objects;

11) means of imitation - the device (equipment) promoting creation of visual, sound and light impression of the valid fight at the military personnel by means of application of radio engineering, radio-electronic, pyrotechnic, light, sound, smoke and engineering means;

12) the engineering town - the site of the area equipped for training of divisions of engineering troops in tactical and special, special and engineering training of types of military forces;

13) blindages and distribution wells of cable lines are the constructions necessary for placement in them of electric drives, electropanel board and the switching equipment;

14) mashinodry - the site of the area equipped for training of driver mechanics, crews and calculations in driving of engineering machines and accomplishment of engineering tasks;

15) target - the artificial purpose imitating the most characteristic signs of the real purpose (the amount, form, color, sometimes material, method and speed of movement);

16) the target field - the site of the area which is specially prepared and equipped with target situation (as envisioned by doctrines or to conditions of exercises of firing practice) for carrying out on it doctrines, firing practice and classes in combat training;

17) boundary of discovery of fire - the line with which firing is allowed;

18) ceasefire boundary - the line on reaching which firing is not admissible. At boundary of ceasefire of the tank head mistress, head mistress fighting machines devices for fixing of exit to boundary of ceasefire of tanks, fighting vehicles and armored personnel carriers after accomplishment of exercises of firing practice are established. On army shooting ranges the starting position, boundaries of opening and ceasefire are designated by local objects, and on head mistresses and fire towns - indexes;

19) educational object - the specially allotted site of the area (water, bottom) or the constructions equipped for ensuring accomplishment of tasks of combat training of troops and also forming at the military personnel of psychological stability in the conditions which are brought most closer to fighting;

20) training center - military unit with complex of the educational objects intended for practical working off of tasks of combat training and increase in level field (air, sea) trainings of the military personnel of divisions and parts (ships) of one or several types of military forces (forces).

Depending on purpose training center have exercise grounds and towns, polygons, shooting ranges, tank training areas and autodromes;

21) the central command posts, command and local control centers - the objects intended for management of target situation and imitation, management of staff and conducting observation;

22) polygon (aviation polygon) - the specially allotted land (water) site with airspace over it allocated for the right of permanent (temporary) land use, equipped with the polygon and technical equipment, administrative buildings and constructions, means of communication, power supply networks, networks of water supply are also subdivided on:

1) polygons of Land forces of Armed Forces of the Republic of Kazakhstan;

2) polygons Sil of air defense of Armed Forces of the Republic of Kazakhstan (aviation polygons);

- land (sea) aviation polygons;

- air aviation polygons;

- special aviation polygons.

23) the polygon equipment - complex of the technical means creating on the site of the area necessary target situation with the appearing and moving targets, imitation by light and pyrotechnic means, the military personnel intended for training when carrying out firing practice from all types of arms and also separate installations (devices, aggregates, mechanisms) of the polygon equipment, the line of the power and control cables of the target field located from command posts (local control centers) to electroconsumers enter;

24) the technical equipment of polygon - tactical reference points, equipment cases, prototypes of arms and military equipment, decorative and earth constructions, embankment of overpasses and locations of target installations, movements and returns of fighting vehicles asphalted and earth roads, ditches and trenches, and also the topogeodezichesky basic network created on polygon are expensive;

25) the equipment of electric utility service of polygon - electrotechnical means of the power line, transformer substations, power cable lines brought to buildings and constructions of polygon, and also the line of lighting of roads, buildings and constructions of polygon;

26) the town of radiation, chemical and bacteriological protection - the site of the area equipped for training of divisions of troops of radiation, chemical and bacteriological protection, in tactical and special and special preparation and preparation on radiation, chemical and bacteriological protection of types of military forces;

27) the tactical field - the site of the area intended for conducting tactical maneuvers and tactical and front occupations with divisions and also single training of the serviceman;

28) tank training area - the educational object with the site of the area equipped for training and enhancement of skills at the military personnel in driving of tanks, self-propelled and artillery and antiaircraft emplacements, infantry fighting vehicles, wheel, caterpillar armored personnel carriers and machines on their base;

29) the tank head mistress (the head mistress of the infantry fighting vehicle, the head mistress of the armored personnel carrier, the combined head mistress) - the educational object with the site of the area equipped for accomplishment of exercises of educational and control firing practice from tanks (infantry fighting vehicles, armored personnel carriers, armored wheel vehicles) and training in fire control as a part of platoon;

30) the tank fire town - the educational object with the site of the area equipped for holding trainings of preparatory exercises by tank divisions;

31) the head mistress for firing by anti-tank guided missiles and artilleries - the educational object with the site of the area equipped for carrying out training, test, imitating firing practice and tactical maneuvers with combat firing of artillery and anti-tank divisions;

32) tankostrelkovy training - the main form of education of tankmen to firing from tanks. Are carried out in tank fire towns as a part of tank company or educational tank platoon. Educational places are equipped with swing frames, educational towers, exercise machines, machines with sights. Before the fire town the target field is created;

33) sea aviation range - specially allocated water area of the sea with seabed and part of the coast adjoining to it with airspace over it, equipped for working off by crews of aircrafts of air units of fighting application on the sea, mobile and fixed, surface and land targets;

34) the rear area - the area located between starting position and rear border of educational object is equipped for concentration of the divisions arriving to occupations (firing practice and driving), preparation of equipment for occupations, holding different occupations and trainings;

35) group of management of flights - the group intended for ensuring completeness, timeliness and safety of accomplishment by crews of the aircraft of flight tasks on aviation polygon and in its airspace;

3. On each polygon the military unit fills in the form of polygon in form according to appendix 1 to these rules in which data on the parcel of land, on the available equipment and buildings of polygon are entered.

4. Power supply of buildings of polygon, command and observation posts, radio engineering means, the electrified targets is performed from industrial networks and figurative (stationary) power plants. Alternative sources of the electric power (rechargeable batteries, solar panels, vetro-power generating sets) it is used as additional or reserve source of power supply.

5. The organization in ensuring safety of buildings, constructions and engineering networks of polygon (aviation polygon) and operation for purpose is performed by the chief of polygon.

6. For the purpose of planning, accounting and organization of events of combat training on polygon documentation according to the table of documentation, 2 these rules which are conducted on polygon, specified in appendix is kept.

Section 2. Organization of activities of polygons of Land forces

Chapter 1. Classification of polygons of Land forces of Armed Forces of the Republic of Kazakhstan

7. Polygons of Land forces are subdivided depending on opportunities and the assigned tasks on providing actions of operational, combat training of troops (educational process), and also on the purpose are divided into four categories.

Polygons of the first category - the polygons providing carrying out maneuvers, operational, command and staff, operational and tactical and tactical maneuvers of any level with combat firing and use of weapons of destruction without restrictions.

Polygons of the second category - the polygons allowing by the opportunities to stage tactical maneuvers with combat firing to battalion (division, regiment) with means of strengthening.

Polygons of the third category - the polygons allowing by the opportunities to stage tactical maneuvers with combat firing to company with means of strengthening.

Polygons of the fourth category - the polygons allowing by the opportunities to carry out fighting firing practice of platoons.

Chapter 2. Educational objects their appointment and equipment

8. Treat educational objects of polygon: tactical fields, army shooting ranges, fire towns (tanks, infantry fighting vehicles, means of air defense), head mistresses (tanks, infantry fighting vehicles, armored personnel carriers, combined, for firing of marines (coast guard), anti-tank guided missiles and artilleries), the tank training areas, mashinodroma, autodromes, objects equipped for mountain and special training of troops, towns of engineering, radiation, chemical and biological protection, track of the intelligence agent.

9. Special fields are equipped for training of divisions in methods of fight against tanks, airplanes, helicopters of fire support, anti-tank means and other military equipment of the opponent, and also protection against weapons of mass destruction and incendiary means. Depending on conditions of placement of polygon (training center) and availability of the parcels of land special fields are allowed to be created separately or near the exercise tactical ground.

10. Educational objects on polygon (training center) place separately so that in case of their use security measures and room for maneuvres of troops when conducting tactical maneuvers were observed.

11. Educational objects on which educational and fighting firing practice is carried out are equipped with command and local posts, Items of fighting food, initial boundaries, opening boundaries (regions of firing positions) of fire and ceasefire, regions of the purposes (the target field), the rear area and classes. According to calculation, it is established sizes of izletny space and side protective zones, minimum admissible on security measures, when carrying out firing practice on the maximum ranges according to appendix 3 to these rules and samples of the alarm and precautionary flags, signs, indexes and plates and their description specified in appendix 4 to these rules.

12. The command post of educational subject to fire preparation is placed in the center of the front of educational object at a distance of 50 - 150 meters till the boundary of discovery of fire. Command posts of other educational objects are placed on the site of object, proceeding from conditions of the area and the equipment of object.

At the command post are equipped control center with educational object and electropanel board. On control center workplaces for the head of firing practice (occupations) on the site and the operator of educational object are equipped. In control centers the console equipment, means of communication and the alarm system is established. In electropanel board (power cellars) the switching equipment (electric and switchboards), electropower aggregates (transformers, rectifiers, converters) are established. The sizes of the building of the command post and its number of storeys are calculated taking into account providing the visual overview from premises of control center of all territory of educational object. In case of the limited overview of the territory of educational object (vegetation, land relief) the equipment of video control (video surveillance) of educational places, obstacles and adjacent educational objects (fields, educational places) is allowed. In the command post educational classes, storage and repair facilities, and also auxiliary rooms are equipped. 14. In case of lack of the central command post, one of the available command posts of educational object allowing to perform complete overview and control of all polygon is used as the central command post.

15. Local control centers are placed on the center of the front of the site of educational object ahead of command posts (in 30 - 100 meters till the boundary of discovery of fire). On local control center workplaces for the head of firing practice (occupations) on the site and the operator of educational object are equipped. In local control centers the console and switching equipment, means of communication and alarm systems are established. In electropanel board (power cellars) the switching equipment (electric and switchboards), electropower aggregates (transformers, rectifiers, converters) are established. Height of local Item provides the visual overview from premises of control center of all territory of the target field and control of the shooting change during the whole time of accomplishment of exercise or movement of the shooting machines. On sites for training on throwing of fighting grenades (including from fighting vehicles and tanks) local control centers are not equipped.

16. Items of fighting food are constructed on one on each site of firing (on army shooting range and fire towns one Item of fighting food - on 1-2 sites, on head mistresses on one on each site) for preparation and storage of ammunition for firing practice, are located between command posts of educational objects and local control centers and are equipped taking into account ensuring safe storage of ammunition and prevention of their plunder. In case of absence on polygon of stationary Items of fighting food, the equipment and use field or mobile (on cargo vehicles) Items of fighting food is allowed.

17. The initial boundary is designated on the area by two indexes and the line between them (distance between indexes of 10-40 meters), equipped between local control center and boundary of discovery of fire, intended for creation of the next change shooting, arrangements of tanks and fighting vehicles before accomplishment of exercises of firing practice. The index of initial boundary according to the sample specified in the figure 2 of appendix 4 to these rules is established.

The rule of the equipment of initial boundary from boundary of discovery of fire (throwing of grenades) is not closer:

10 meters - when firing from small arms, guns;

25 meters - when firing from arms of fighting vehicles and tanks;

30 meters - when firing from shoulder and easel launchers;

50 meters - when firing from reactive infantry flame throwers;

80 meters - when firing from anti-tank complexes;

100 meters - in case of throwing of manual offensive grenades;

300 meters - in case of throwing of manual defensive grenades.

18. The boundary of discovery of fire designated on the area by two indexes and the line between them (distance between indexes of 10-40 meters) on reaching which opening and firing is allowed, indexes of boundary of discovery of fire are established according to the sample specified in the figure 3 of appendix 5 to these rules.

In case of accomplishment of exercises in throwing of fighting hand-grenades the boundary of throwing of grenades and target are located so that in case of throwing of offensive grenades in radius of 100 meters from the purpose (300 meters in case of throwing of defensive and anti-tank grenades) there were no foreign objects.

19. The ceasefire boundary designated on the area by two indexes and the line between them (distance between indexes of 10-40 meters) on reaching which firing from all types of weapon is not allowed. On tactical maneuvers with combat firing the boundary of ceasefire is established (it is designated by flags) according to content of fighting task and safety requirements, and in case of accomplishment of exercises of firing practice - in accordance with the terms of exercises. Indexes of boundary of ceasefire are established according to the sample specified in the figure 4 of appendix 4 to these rules.

At boundaries of ceasefire of the head mistress of the tank (the infantry fighting vehicle, the armored personnel carrier), for determination of time spent for exercise accomplishment by each of the shooting crews in case of accomplishment of exercises of firing practice from arms of fighting vehicles and tanks with expense of motor potentials devices (devices) - fixers of passing of boundary are established.

20. Firing positions (the main, temporary and reserve) on which exercises of firing practice are carried out from tanks (infantry fighting vehicles, armored personnel carriers), are designated by the indexes of firing positions established from 1 to 3 meters to the right of entrenchment on edge of the index.

21. Indexes of initial boundary (opening and ceasefire) are designated clearly by visible indexes, on two indexes for each direction of firing painted in white-black, red-white and blue-white colors. For designation of boundaries at night indexes are equipped with lamps of this, red and blue world respectively. The index of firing position is equipped identically indexes of boundaries of discovery of fire.

22. On tactical fields for conducting tactical maneuvers with combat firing boundaries of opening and ceasefire are designated through each 50-100 meters on boundary, flags of white and red colors. The form and the sizes of flags of designation of boundaries, are specified in the figure 5 of appendix 4 to these rules. Depending on area conditions (dense vegetation, strong ruggedness) the distance between flags at boundaries for ensuring their visual visibility is allowed reducing distance to 20 meters. For designation of boundaries are equipped with lamps of this and red world at night.

23. On the target field take place:

1) target installations for display is more whole also than imitation of fire of the opponent;

2) overpasses for movement of the purposes;

3) prototypes and samples of arms and military equipment;

4) lamps or devices for lighting is more whole at night;

5) cable lines of the polygon equipment;

6) cable lines of power supply and communication;

7) signs of the main direction of firing and protective side zones;

8) blindages and distribution wells;

9) shelters for power aggregates and operators;

10) reference points.

24. Installation of charges and pyrotechnic means on imitating fields is made only by specialists trained and allowed to work with means of imitation.

25. The places prepared to blasting imitating charges are protected, and their protection will be organized, and sites of the area on which the ognemetaniye will be made are plowed around by strip at least 2 meters wide.

26. The sizes of blindages and distribution wells of power supply networks are calculated proceeding from their purpose and equipment in place taking into account fulfillment of requirements of safety in case of work on their servicing, and also providing the natural forced and exhaust ventilation with hit exception in them ground waters.

On target fields of the polygons located in areas with the high level of ground waters and exposed to flooding (including thawed and rain snow), blindages and distribution wells are established in the earth not all the way down or on the Earth's surface.

27. Shelters and parapets (bunding) are equipped for protection of the distribution wells placed openly on the target field, power boards, electric drives, railway tracks and carts, target installations, the electropanel board and switching equipment. The sizes, durability of shelters and parapets (bundings) are calculated in case of their construction with condition of ensuring reliable protection of the equipment against their defeat with means of land and aviation arms in case of direct hit of shell (mine) of the maximum caliber of the systems of weapon permitted for firing on this object according to the scheme of the equipment of parapets on the target field of the polygon specified in appendix 5 to these rules. In use polygon, the shelter and parapet (bunding) are periodically recovered.

28. On the target field except the polygon equipment prototypes of arms, ammunition, military and military equipment which intend for creation when carrying out firing practice or tactical maneuvers of the corresponding situation, and also for studying of samples of arms and the equipment of the probable opponent, methods of fight against them are placed.
