About procedure for carrying out accreditation of rating agencies
Based on the paragraph of the sixty fifth Item 12 of the Charter of the National Bank of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of June 13, 2001 No. 320, Council of Ministers of the Republic of Belarus and National Bank of the Republic of Belarus POSTANOVLYAYUT:
1. Approve Regulations on procedure for carrying out accreditation of rating agencies, including procedure for their inclusion in the register of rating agencies (exception of it) and structure of the data included in the register it (is applied).
2. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus and National Bank of the Republic of Belarus according to appendix.
3. This resolution becomes effective since January 1, 2020.

1. This Provision determines procedure for carrying out accreditation of rating agencies, including procedure for their inclusion in the register of rating agencies (further, unless otherwise specified, – the register), exceptions of the register, and also procedure for modification of the register.
Action of this provision does not extend on the legal entities created according to the legislation of foreign state and who acquired the right to implementation of rating activities according to the legislation of this state.
2. The legal entity acquires the status of rating agency and has the right to perform rating activities from the date of inclusion by its National Bank in the register.
3. For the purposes of this provision terms are used in the following values:
accreditation – assessment procedure and confirmations of the applicant's compliance by National Bank to requirements of the legislation on rating activities and investment with its right to implementation of rating activities by inclusion in the register;
the applicant – the legal entity created in form of business of economic society, addressed to National Bank in the procedure established by this Provision with the statement for carrying out accreditation of rating agency;
rating agency – the legal entity included in the register.
The terms "affiliated economic society" and "dependent economic society" are used in the values determined respectively by part one of Article 7 and part one of article 8 of the Law of the Republic of Belarus of December 9, 1992 No. 2020-XII "About economic societies".
The terms "additional services", "methodology", "rating activities" and "rating action" are used in the values determined by the regulatory legal act of National Bank establishing procedure for the organization and implementation of rating activities.
4. For carrying out accreditation the applicant submits in National Bank the application for carrying out accreditation of rating agency, other documents and (or) data provided by regulations of ministerial procedure on accreditation of rating agency with inclusion in the register of rating agencies and the receipt of the certificate on inclusion in the register of rating agencies approved by National Bank.
5. The National Bank considers the application for carrying out accreditation of rating agency and documents and (or) data attached to it in the terms established by subitem 14.1.1 of Item 14.1 of the single list of the ministerial procedures performed concerning subjects of the managing approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548.
