2. To committee on protection of the rights of children of the Ministry of Education and Science of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction its in electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

Chapter 1. General provisions.

1. This Instruction for interaction of the organizations, with non-state adoption agencies in questions of the device of orphan children and children without parental support, in families of citizens of the Republic of Kazakhstan (further - the Instruction) is developed for orphan children and children without parental support according to the Constitution of the Republic of Kazakhstan and other legal acts, for the purpose of rendering assistance to the non-state agencies on adoption of orphan children and children without parental support.

2. In this Instruction the following determinations are used:

1) non-state adoption agencies (further - the Agencies) - the non-profit organizations founded by citizens and (or) legal entities on the basis of voluntary property contributions, pursuing the social aims;

2) legal representatives of the child are parents (parent), adoptive parents (adopters), the guardian or the custodian, the adoptive parent (adoptive parents), the foster tutor and other persons replacing them performing care, education, education, protection of the rights and interests of the child according to the legislation of the Republic of Kazakhstan;

Chapter 2. Interaction of the non-state agencies on adoption with the organizations for orphan children and children without parental support, and local executive bodies

4. In case of interaction of the Agencies with the organizations and local executive bodies the following events are implemented:

1) in the presence of the consent of persons wishing to accept orphan children, children without parental support to education in family providing them with psychological and legal preparation on a grant basis according to the program developed by the Agencies based on the Agencies;

2) in the presence of the consent of persons wishing to accept orphan children, children without parental support to education in family and persons who accepted in the families of pupils of the organizations, providing them maintenance for the purpose of rendering legal and psychological assistance to them on a grant basis;
