1. Approve the Instruction for approbation of normative financing of nursing homes (departments) for aged and disabled people in 2020 it (is applied).

2. This resolution becomes effective after its official publication.

The instruction for approbation of normative financing of nursing homes (departments) for aged and disabled people in 2020

1. Normative financing of nursing homes (departments) for aged and disabled people (further - nursing homes) is based on application of the standard rate of fiscal capacity of expenses (further - the standard rate of fiscal capacity) in nursing homes.

2. The standard rate of fiscal capacity is intended for calculation of amount of the budgetary funds necessary on financing of expenses of nursing homes, except for maintenance costs of property of nursing homes (acquisition of the equipment and other fixed assets, capital and running repair of buildings and rooms, payment of utilities) within means of the corresponding local budgets provided on financing of expenses on content of nursing homes.

3. The standard rate of fiscal capacity includes:

the basic standard rate of fiscal capacity of expenses on accommodation of citizens in nursing homes per one koyko-day (further - the basic standard rate);

the adjusting factors applied to the basic standard rate, considering bed fund of nursing home depending on the number of days of functioning of beds in year (further - adjusting factors);

the activities indicators (the number of koyko-days in year) established according to the paragraph third Item 6 of the resolution of Council of Ministers of the Republic of Belarus of September 2, 2019 No. 590.

4. The structure of the basic standard rate includes the expenses relating on paragraph 330 of functional classification of expenses of the budget for paragraphs according to appendix 3 to the resolution of the Ministry of Finance of the Republic of Belarus of December 31, 2008 No. 208 "About budget classification of the Republic of Belarus" and Chapter 117 of departmental classification of expenses of the republican budget according to appendix 5 to the resolution of the Ministry of Finance of the Republic of Belarus of December 31, 2008 No. 208:

salary expenditures of workers and employees;

fees (assignments) on social insurance: compulsory insurance premiums in state non-budgetary fund of social protection of the population of the Republic of Belarus, compulsory insurance premiums for professional pension insurance, insurance premiums on compulsory insurance from labor accidents and occupational diseases;

expenses on food;

other expenses on ensuring content living in nursing homes: medicines and products of medical appointment, soft stock and regimentals, other consumable materials and objects of supply, business trip and office traveling, payment of transport services, communication fee, payment of running repair of the equipment and stock, other current expenses, current budget transfers.

5. Activities indicators which are determined proceeding from the actual number of koyko-days by the end of the reporting period of previous year (the Section III "Data on the number of koyko-days" of report form of "Data on nursing homes" from the Automated help and statistical system by work and social protection) and the planned their change (increase, reduction) in the current year, in planned - on condition of opening (closing) of nursing home are applied to calculation of amount of budgetary funds for the next financial year.

6. Calculation of amount of the budgetary funds necessary on financing of expenses of nursing homes, is made on formula *

OBS = BN x KK x KD + (KMR + TRZ + KR),

where OBS - amount of budgetary funds of nursing homes;

BN - the size of the basic standard rate determined by the paragraph the second Item 3 of the resolution of Council of Ministers of the Republic of Belarus of September 2, 2019 No. 590;

KK - the adjusting factors determined according to appendix to the resolution of Council of Ministers of the Republic of Belarus of September 2, 2019 No. 590;

CD - the number of koyko-days in year;

KMR - expenses on payment of utilities;

TRZ - running repair of buildings and rooms;

The KR - capital expenditures (acquisition of the equipment and other fixed assets, capital repairs of buildings and rooms);

(KMR + TRZ + the KR) - the maintenance costs of property of nursing homes established by the paragraph third Item 2 of the resolution of Council of Ministers of the Republic of Belarus of September 2, 2019 No. 590.
