About realization of pilot project on approbation of normative financing of nursing homes (departments) for aged and disabled people

The Council of Ministers of the Republic of Belarus DECIDES:

1. Realize during 2020 pilot project on approbation of normative financing of nursing homes (departments) for aged and the disabled people located in the Brest, Vitebsk, Gomel, Grodno, Minsk, Mogilev regions and Minsk financed by means of the corresponding regional budgets and the budget of Minsk (further - pilot project).

2. Determine that I will eat around the budgetary funds provided on realization of pilot project is calculated proceeding from:

the basic standard rate of fiscal capacity of expenses on accommodation of citizens in nursing homes (departments) for aged and disabled people per one koyko-day (further - the basic standard rate), the adjusting factors applied to the basic standard rate, considering bed fund of nursing home (department) for aged and disabled people depending on the number of days of functioning of beds in year, the activities indicators (the number of koyko-days in year) determined by regional executive committees and the Minsk Gorispolkom in coordination with the Ministry of Labour and Social Protection;

the needs for maintenance costs of property of nursing homes (departments) for aged and disabled people (acquisition of the equipment and other fixed assets, capital and running repair of buildings and rooms, payment of utilities) within means of the corresponding local budgets provided on financing of expenses on content of nursing homes (departments) for aged and disabled people.

3. Determine:

the basic standard rate in the amount of 22, the 98th ruble;

the adjusting factors applied to the basic standard rate, considering bed fund of nursing home (department) for aged and disabled people depending on the number of days of functioning of beds in year according to appendix.

4. Local councils of deputies have the right to increase the amount of budgetary funds calculated according to Item 2 of this resolution and approved in accordance with the established procedure in the presence of sources of financing of such expenses.

5. To the Ministry of Labour and Social Protection:

in coordination with the Ministry of Finance to approve the instruction for approbation of normative financing of nursing homes (departments) for aged and disabled people in 2020;

take other measures for implementation of this resolution;

till March 1, 2021 to submit the report on results of realization of pilot project in Council of Ministers of the Republic of Belarus.

6. To regional executive committees and Minsk Gorispolkom:

provide realization of pilot project;

for realization of pilot project to establish in coordination with the Ministry of Labour and Social Protection activities indicators (the number of koyko-days in year) nursing homes (departments) for aged and the disabled people who are participants of pilot project, located in the territory of the respective area and Minsk;

perform monitoring of realization of pilot project and till July 25, 2020 and on January 25, 2021 to submit reports on its accomplishment in the Ministry of Labour and Social Protection.

7. This resolution becomes effective after its official publication.
