RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of September 18, 2019 No. 786

About measures for realization of pilot project for rendering preschool educational services based on mobile groups

For the purpose of further enhancement of system of preschool education, increase in scope of children preschool education, the organizations of provision of preschool educational services to the population, and also the Cabinet of Ministers decides implementations of new innovative forms of preschool education and education:

1. Agree with offers of the Ministry of preschool education of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas about:

realization since 2019/2020 academic years of pilot project on creation of mobile preschool educational groups (further - mobile groups) in areas (cities) of the Republic of Karakalpakstan and areas of the republic according to the list according to appendix No. 1.

the organizations of mobile groups based on the re-equiped ISUZU HC buses 40, meeting the modern requirements.

2. Determine the main objectives of the Ministry of preschool education of the Republic of Uzbekistan in realization of pilot project by rendering preschool educational services based on mobile groups (further - pilot project):

completing of mobile groups of number not covered preschool education of children;

implementation in educational and educational process of mobile groups of modern innovative pedagogical technologies, effective forms and training methods and education;

providing mobile groups with the educational and methodical, didactic materials, the developing games and toys, fiction reflecting national cultural historical values and cultivating interest in reading books since the childhood;

creation of conditions for all-round intellectual, moral, esthetic and physical development of the children who are not covered by preschool education according to the state requirements to development of children of early and preschool age, taking into account the best foreign practices;

ensuring social adaptation of the children who are not visiting preschool educational institutions and their readiness for primary education;

rendering the advisory and methodical help to parents in questions of early development, education and training of children;

development of alternative forms of preschool education.

3. Determine that mobile groups (with the organization of educational and educational process 7,5 of hours in week suffices) are integral part of system of preschool education.

4. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the Ministry of preschool education of the Republic of Uzbekistan in week time:

allocation and preparation of the parcels of land for the organization of platforms of educational and game activities of mobile groups and if necessary with introduction of offers on construction of the new, conforming to requirements health regulations, regulations and hygienic standard rates;

forming of lists of mobile groups, with exact specifying of route and location of parking for the organization of platforms of educational and game activities of mobile groups;

equipment of mobile groups educational and methodical, didactic materials, fiction, the developing games and toys.

5. Approve:

Regulations on procedure for the organization of activities of mobile preschool educational groups according to appendix No. 2;

the standard rate of equipment of mobile preschool educational groups according to appendix No. 3;

the standard rate of equipment of platforms of educational and game activities of mobile groups according to appendix No. 4.

6. Determine that the administrative regulations of rendering the state services in acceptance of children in public pre-school educational institutiones approved by the resolution of the Cabinet of Ministers of March 28, 2018 No. 244, do not extend to acceptance of children in mobile preschool educational groups.

7. In a month to provide to the ministry of preschool education of the Republic of Uzbekistan mobile groups with qualified pedagogical personnel.

8. The state inspectorate for supervision of quality of education under the Cabinet of Ministers of the Republic of Uzbekistan together with the Ministry of preschool education of the Republic of Uzbekistan to exercise system control of quality of educational and educational process and monitoring of the organization of activities of mobile groups.

9. To the Ministry of Finance of the Republic of Uzbekistan:

when forming annual parameters of expenses of the Government budget of the Republic of Uzbekistan to provide necessary funds for implementation of actions within this resolution;

make necessary changes to parameters of expenses of the Government budget of the Republic of Uzbekistan for 2019, proceeding from the entered additional established posts and expenses connected with content and exploitation of mobile groups;

in a month to make changes and additions to the standard staff list of preschool educational institutions to which mobile groups are assigned.

10. To the Ministry of Health together with the Ministry of preschool education of the Republic of Uzbekistan following the results of realization of pilot project to make corresponding changes to health regulations, regulations and hygienic standard rates regarding content, devices and the organizations of working hours of preschool educational institutions in the Republic of Uzbekistan, taking into account the organization of stay of children of preschool age in mobile groups.

11. To provide to the Ministry of Internal Affairs of the Republic of Uzbekistan non-paid registration, registration, allocation of the state registration plates, and also implementation of other procedures connected with commissioning of the re-equiped ISUZU HC buses 40.

12. To the ministry of preschool education together with the Ministry of Health of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas by results of implementation of pilot project till September 1, 2020 to carry out the analysis and to make reasonable offers on feasibility of further realization of pilot project in the Cabinet of Ministers.

13. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan concerning social development A. A. Abdukhakimov and the minister of preschool education of the Republic of Uzbekistan A. V. Shin.
