1. According to the "Regulations on Committee of precious metals and gemstones under the Ministry of Finance of the Republic of Uzbekistan" approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 18.02.94., on the specified Committee the state control of production, use, storage and other transactions with precious metals and gemstones in the territory of the Republic of Uzbekistan is imposed. 2. All companies, organizations and the organizations, irrespective of pattern of ownership and departmental subordination, the extracting, making, overworking, processing and applying precious metals and gemstones in the production, scientific, military, educational and welfare purposes which are buying up accepting as a deposit trading them or rendering the intermediary services in trade storing and exhibiting specified to value, and also different objects, containing them, the preparing and overworking scrap and waste of precious metals and gemstones, including the military units, divisions, the organizations and organizations subordinated to the Ministry of Defence of the Republic of Uzbekistan, the Ministry of Internal Affairs of the Republic of Uzbekistan, Service of homeland security of the Republic of Uzbekistan, other ministries and departments are subject to registration making utilization of military technical means for the purpose of extraction of the nodes and details containing precious metals and gemstones, and sendings them for conversion (all listed subjects are hereinafter referred to as - the companies). Also citizens of the Republic of Uzbekistan, other states, stateless persons (further - physical persons) making any transactions with precious metals and gemstones according to the procedure of individual labor and business activity are subject to registration.

If the company has subordinate production units, not being legal entities, then irrespective of their territorial provision, they are not subject to registration in Chamber, and their names, the address, the corresponding codes and information on purpose of use of precious metals and gemstones shall be given in registration card of head enterprise or in the reference attached to it.

To the application it is enclosed (in one copy):

- registration card in the form provided in the appendix N3 to this Instruction with indication of codes on KPO (the qualifier of the companies and organizations), SDSB (system of designation of state bodies), QINE (qualifier of industries of the national economy), SOAT (system of designation of subjects to administrative-territorial division, and also settlements);

- the copy of the certificate on state registration of the company granted by relevant organ;

- the copy of the letter of territorial authority of Goskomprognozstat of the Republic of Uzbekistan on accounting of the company as a part of the Unified state register of the companies and organizations (EGRPO);

- the copy of the document confirming introduction of payment for registration;

- the documents containing proofs of need of use of precious metals and gemstones for the activities of the company, availabilities at it of technology and production base providing effective use of these values.

The state companies, and also the companies founded on other patterns of ownership and use precious metals to be provided and gemstones for accomplishment of orders of their owners or accepting them as a deposit represent also verified copy of the statement of inspection of technical reinforcement of the object which is drawn up by bodies of private and fire security of the Ministry of Internal Affairs of the Republic of Uzbekistan, the copy of certificates on checking of scales and weights by Uzgostsentr's state verificator of standardization, metrology and certification.

The statement for registration and registration card are signed by the head and the chief accountant of the registered company and certified by seal.

At the same time all companies show for acquaintance documents (the charter, the foundation agreement) with amendments and changes or notarized copies of the specified documents.

If necessary, upon the demand of Chamber the applicant shall submit other documents containing data on intended use by him of precious metals and gemstones, the documents confirming reliability of the data reported by the applicant.

4. The physical persons performing transactions with precious metals and gemstones according to the procedure of individual labor and business activity submit the application for registration in the form specified in Item 3 of this Instruction. At the same time form Items which are related to individual labor and business activity are filled. Along with other data, the description of use of precious metals and gemstones is submitted, the address and the scheme of arrangement of rooms in which work with these values will be performed are specified. Submission of the certificate on state registration is obligatory.

5. Issue of registration certificates in the form provided in the appendix N1 to this Instruction is made by Chamber.

The registration certificate is signed by the chief of Chamber or to the officials replacing it and certified official by seal Chambers.

6. If the applicant (legal entity or physical person) wishes to be engaged in activities on which by the current legislation it is necessary to have special permission (license), then he shall enclose the verified copy of such permission (license) to the application for registration.
