1. Approve the enclosed Instruction for use of the means provided in the republican budget on entertainment expenses for the budget subprogramme "Increase in combat readiness of Armed Forces of the Republic of Kazakhstan" in the budget program "Ensuring Combat, Mobilization Readiness of Armed Forces of the Republic of Kazakhstan".

2. To provide to department of international cooperation of the Ministry of Defence of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic types in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the deputy defense secretary of the Republic of Kazakhstan lieutenant general Mukhtarov T. S.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This Instruction for use of the means provided in the republican budget on entertainment expenses for the budget subprogramme "Increase in combat readiness of Armed Forces of the Republic of Kazakhstan" in the budget program "Ensuring Combat, Mobilization Readiness of Armed Forces of the Republic of Kazakhstan" (further - the Instruction) is developed according to subitem 19-47) of Item 21 of the Regulations on the Ministry of Defence of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of August 16, 2001 No. 1074, and disaggregates application of the legislation on use of the means provided in the republican budget on entertainment expenses for the budget subprogramme "Increase in combat readiness of Armed Forces of the Republic of Kazakhstan" in the budget program "Ensuring Combat, Mobilization Readiness of Armed Forces of the Republic of Kazakhstan".

According to Item 6 of the State Protocol of the Republic of Kazakhstan approved by the Presidential decree of the Republic of Kazakhstan of October 12, 2006 No. 201 (further - the State Protocol), depending on the level of foreign delegations visits are subdivided into "top-level" visits and "at the high level".

2. Expenses in case of acceptance of foreign delegations, holding meetings, conferences, meetings, seminars, festive and official events of the international joint exercises and transactions, competitions belong to entertainment expenses on:

1) payment of accommodation and transportation costs to destination of persons invited to the Republic of Kazakhstan for participation in actions;

2) formal receptions (breakfasts, lunches, dinners);

3) coffee breaks (buffet servicing);

4) music;

5) acquisition of souvenirs, mementoes, flower compositions (flowers), waters;

6) motor transportation servicing;

7) fee of translators;

8) lease of the hall;

9) servicing at the airport of arrivals and departures of delegations;

10) visit of the museums, cultural and leisure organizations by delegations within the visit, and also participants of festive events;

11) registration of halls;

12) acquisition of prizes, valuable presents to winners and participants of cultural, sporting and other events;

13) food of foreign delegations, and also military personnel of Armed Forces of the Republic of Kazakhstan in the presence of the international agreements (the agreement, the agreement, the memorandum, the protocol) during conducting the international joint exercises and transactions, competitions, Army international games.

Chapter 2. Use of entertainment expenses

3. Proceeding from amounts of the means provided in the budget for the next financial year on entertainment expenses the annual plan of actions which require entertainment expenses (further - the Plan) is constituted.

Structural divisions represent offers to the Plan for inclusion in the budget request for the planned period, with appendix of the explanatory note and the proving documents.

4. Planning of entertainment expenses is made on the limits provided in Appendix to this Instruction.

5. In case of holding unplanned actions in expense budget it is specified at the expense of what Item of the Plan funds for holding actions are redistributed.

6. Assignment for entertainment expenses is drawn up by the order of the Minister of Defence of the Republic of Kazakhstan before holding the planned action.

7. Assignment for entertainment expenses is performed based on the following documents:

1) reasons for need of holding action;

2) programs of holding action;
