About measures for the organization of activities of the Agency of space researches and technologies under the Cabinet of Ministers of the Republic of Uzbekistan

In pursuance of the Presidential decree of the Republic of Uzbekistan of August 30, 2019 the No. UP-5806 "About Development of Space Activities in the Republic of Uzbekistan" Cabinet of Ministers decides:

1. Approve:

Regulations on the Agency of space researches and technologies under the Cabinet of Ministers of the Republic of Uzbekistan according to appendix No. 2.

2. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 24.05.2023 No. UP-76

3. Determine that:

The Uzbekkosmos agency performs the activities irrespective of other bodies of the public and economic board, executive bodies on places and submits to the Cabinet of Ministers of the Republic of Uzbekistan;

employees of the Uzbekkosmos Agency are equated under the terms of compensation to employees of central offices of the ministries and departments specified in appendix No. 3 to the resolution of the Cabinet of Ministers of April 12, 1996 No. 147 "About introduction of scale of charges on compensation of employees of state governing bodies, judicial authorities and notary offices".

4. In two-month time to provide to the Uzbekkosmos agency completion of the Uzbekkosmos Agency by the highly qualified specialists having necessary theoretical knowledge and practical skills for accomplishment of the tasks assigned to it.

5. To the Ministry of Finance of the Republic of Uzbekistan to provide allocation to the Uzbekkosmos Agency of necessary means:

on financing of the expenses connected with creation and the organization of activities of the Uzbekkosmos Agency according to this resolution, in the current year - within parameters of the Government budget of the Republic of Uzbekistan of 2019, and since 2020 annually to provide allocation of necessary budgetary funds for the specified purposes;

for acquisition of office vehicles, having provided establishment of limit on content of 4 office cars, including 1 person on duty;

by reasonable calculations of the Uzbekkosmos Agency, on purchase of the modern equipment and information and communication technologies - for forming of material and technical resources and creation of necessary conditions for employees of the Uzbekkosmos Agency.

6. Create off-budget fund of development of space industry of the Agency of space researches and technologies under the Cabinet of Ministers of the Republic of Uzbekistan without formation of legal entity (further - Fund), having provided in quality of sources of its forming:

grants of the international financial institutions and other organizations, including foreign;

charitable gifts of legal entities and physical persons;

other sources which are not forbidden by the legislation.

7. Determine that fund is used on financing of measures on:

to providing effective solution of the tasks assigned to the Uzbekkosmos Agency connected with implementation of organizational and practical actions for preparation for implementation of the investment projects providing construction of facilities of space industry including objects of external infrastructure and housing;

to material stimulation of employees of the Uzbekkosmos Agency, involvement of foreign specialists and consultants, and also covering of the expenses connected with the direction of heads and employees of the Agency in abroad travels;

organizations of preparation, retraining and advanced training of employees of the Uzbekkosmos Agency;

to implementation of modern information and innovative technologies, strengthening and upgrade of material and technical resources of the Uzbekkosmos Agency;

realization of other actions connected with the solution of the tasks assigned to the Uzbekkosmos Agency and development of its activities according to the legislation.
