1. Approve the enclosed Rules of registration of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles in territorial subdivision of authorized body in the field of road transport.

2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of registration of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles in territorial subdivision of authorized body in the field of road transport

Chapter 1. General provisions

1. These rules of registration of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles in territorial subdivision of authorized body in the field of road transport are developed according to article 41-1 of the Law of the Republic of Kazakhstan of July 4, 2003 "About road transport" and determine order of registration of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles in territorial subdivision of authorized body in the field of road transport (further - Rules).

2. The basic concepts used in these rules:

1) automobile carrier (further - carrier) - the physical person or legal entity owning vehicles, except for passenger, on the property right or on other legal causes, performing business activity on public conveyance, baggage, loads and mailings;

2) the special automated measuring means - the certified special control and measuring technical equipment which underwent metrological checking performing photo, video filming working in automatic mode fixing type, brand, the state registration sign, weight and (or) dimensional parameters and motion speed of vehicles (further - SAIS);

3) the register of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles - the single list of the carriers performing activities for carriage of goods cargo and specialized vehicles, and also the rendering services by special equipment vehicles, created in SAIS (further - the Register).

Chapter 2. Order of registration of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles in territorial subdivision of authorized body in the field of road transport

3. Registration of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles in territorial subdivision of authorized body in the field of road transport is made by territorial subdivisions of authorized body in the field of road transport for the purpose of forming of the single list of the carriers performing activities for carriage of goods cargo and specialized vehicles, and also the rendering services by special equipment vehicles.

4. For registration of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles, the carrier provides in territorial subdivision of authorized body in the field of road transport the statement in form according to appendix 1 to these rules with indication of the following data:

1) names of legal entity or physical person;

2) business and identification number or individual identification number;

3) type, number of vehicles of legal entity or physical person;

4) state registration number board of the vehicle;

5) locations of legal entity or physical person (area, city (settlement, village), street, house, contact telephone numbers, e-mail address);

6) type of activity, service.

5. The territorial subdivision of authorized body in the field of road transport within one working day from the date of reception of an application about registration of activities for carriage of goods by cargo and specialized vehicles, and also to rendering services by special equipment vehicles, is entered by the corresponding data in the Register in form according to appendix 2 to these rules.

6. In case of provision of the statement by carrier with indication of incomplete data the territorial subdivision of authorized body in the field of road transport refuses reception of an application.
