About some questions of the Presidential youth personnel reserve

1. Form the National commission on youth personnel reserve in case of the President of the Republic of Kazakhstan (further - the National commission).
2. Approve enclosed:
1) Regulations on the National commission;
2) structure of the National commission;
3) Rules of forming of the Presidential youth personnel reserve.
3. This Decree becomes effective from the date of its first official publication.

1. The national commission on youth personnel reserve in case of the President of the Republic of Kazakhstan (further - the National commission) is formed for the purpose of forming of the Presidential youth personnel reserve (further - the Reserve).
2. In the activities the National commission is guided by the Constitution, legal acts of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and this provision.
3. Tasks of the National commission are:
1) general coordination of work on forming of the Reserve;
2) the solution of questions of transfer in the Reserve, exception of the Reserve;
3) ensuring execution of orders of the President of the Republic of Kazakhstan concerning forming of the Reserve;
4) determination of the candidates who are subject to transfer in regional personnel reserves of area, city of republican value, the capital (further - regional reserves) without selection passing.
4. According to tasks the following functions are assigned to the National commission:
1) consideration of the candidates recommended for transfer in the Reserve;
2) the direction of requests and receipt of information from state bodies and other organizations for the questions which are within the competence of the National commission;
3) decision making on the questions which are within the competence of the National commission;
4) consideration of question of exception of person of the Reserve;
5) approval of the candidate list, subject to transfer in regional reserves without selection passing.
5. According to the tasks the National commission has the right:
1) to involve officials and specialists of state bodies, the organizations in consideration of the questions which are within the competence of the National commission;
2) to invite to meetings of the National commission of the official and other persons who are not members of the National commission and also representatives of mass media.
6. The national commission consists of the chairman, his deputy and members of the commission.
7. Chairman of the National commission:
1) performs the common directorship of activities of the National commission;
2) is determined by the place and time of holding meetings of the National commission;
3) presides over meetings of the National commission;
4) gives instructions, obligatory for execution, to members of the National commission.
8. During absence of the chairman of the National commission, and also at the request of the chairman of the National commission the vice-chairman of the National commission can perform its functions.
9. Meetings of the National commission are held as required.
10. At the request of the chairman of the National commission correspondence voting of members of the National commission can be taken.
Term for correspondence voting of members of the National commission shall not exceed three working days from the date of mailing of materials to members of the National commission.
Before the termination of term of correspondence voting members of the National commission send the opinion to working body of the National commission in writing.
In case of non-presentation of the answer in the specified time it is considered that the member of the National commission voted for adoption of the draft decision.
11. The meeting of the National commission or correspondence voting is considered competent if is present at meeting or at least two thirds of its structure participate in correspondence voting. Members of the National commission participate in its meetings and in correspondence voting without the replacement right.
12. Decisions of the National commission are made by open voting or correspondence voting by a simple majority vote from total number of attendees at meeting or the members of the National commission participating in correspondence voting. In case of equality of votes the voice of the chairman is decisive.
13. Decisions of the National commission are drawn up by the protocol signed by the chairman and the secretary of the National commission.
Decisions of the National commission go to the relevant state bodies, the organizations and are subject to obligatory consideration in the time established by the National commission.
14. The secretary of the National commission is the head of department of public service of Administration of the President of the Republic of Kazakhstan.
15. Working body of the National commission is the Department of public service of Administration of the President of the Republic of Kazakhstan.
Organizational support of activities of the National commission performs authorized body for public service.
