I. General provisions

The purposes and subject of control of delegated powers, including structure of delegated powers concerning which control is exercised

1. This Procedure determines rules of control of efficiency and quality of implementation by public authorities of subjects of the Russian Federation of the powers delegated to them by implementation of the activities connected with transportation between subjects of the Russian Federation and also within the territories of the State Parties of the Commonwealth of Independent States of the minors which self-willedally left families, the organizations for orphan children and children without parental support, the educational organizations and other organizations, the observance of the requirements established by the legislation of the Russian Federation on transportation of the minors which self-willedally left families, the organizations for orphan children and children without parental support, the educational organizations and other organizations consisting in conducting check (further respectively - under control bodies, delegated powers, control).

2. The purposes of control are:

a) efficiency evaluation and qualities of implementation by under control bodies of delegated powers;

b) ensuring compliance, the minors established by the legislation of the Russian Federation on transportation which self-willedally left families, the organizations for orphan children and children without parental support, the educational organizations and other organizations;

c) the prevention, identification and suppression of violations by under control bodies of the requirements established by the legislation of the Russian Federation and other regulatory legal acts regulating implementation of delegated powers on transportation of the minors which self-willedally left families, the organizations for orphan children and children without parental support, the educational organizations and other organizations.

3. Subject of control is observance of the requirements established by the legislation of the Russian Federation on transportation of the minors which self-willedally left families, the organizations for orphan children and children without parental support, the educational organizations and other organizations and also extent of achievement by under control bodies of the planned result when implementing delegated powers taking into account the used amount of labor, material and financial resources.

4. The structure of delegated powers concerning which control is exercised is determined by the paragraph the second Item 3 of article 25 of the Federal Law of June 24, 1999 No. 120-FZ "About bases of system of prevention of neglect and offenses of minors" (The Russian Federation Code, 1999, No. 26, Art. 3177; 2018, No. 27, Art. 3953).
