According to item 4 of part 2 of article 5 of the Federal law "About Counteraction to Terrorism" Government of the Russian Federation decides:

Approve enclosed:

requirements to anti-terrorist security of objects (territories) of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, its territorial authorities and the organizations subordinated to it;

form of the material safety data sheet of objects (territories) of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, its territorial authorities and the organizations subordinated to it.

Requirements to anti-terrorist security of objects (territories) of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, its territorial authorities and the organizations subordinated to it

I. General provisions

1. These requirements establish complex of the actions aimed at providing anti-terrorist security of objects (territories) the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, its territorial authorities and the organizations subordinated to it (further - bodies (organizations).

For the purposes of these requirements objects (territories) are understood as complexes technologically and (or) technically the buildings (structures, constructions) connected among themselves and systems having the general territory and (or) external borders, certain buildings (structures, constructions), the isolated rooms or groups of rooms which owners are bodies (organizations).

2. These requirements do not extend:

a) on objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

b) on the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, procedure for control of the equipment and operation of the specified technical means of protection;

c) on objects (territories), requirements to which anti-terrorist security are approved by other acts of the Government of the Russian Federation.

3. The personal responsibility for ensuring anti-terrorist security of objects (territories) is conferred on heads of bodies (organizations) under which authority objects (territories) are, and also on the officials performing direct management of activities of workers (employees) on objects (territories) (further - the head of object).

II. Categorization of objects (territories)

4. For the purpose of establishment of the differentiated requirements to anti-terrorist security of objects (territories) taking into account possible effects of making of acts of terrorism on them based on assessment of condition of the security of objects (territories) considering their importance for infrastructure and life support and degree of potential danger of making of acts of terrorism categorization of objects (territories) is carried out.

Categorization is performed concerning the functioning (operated) objects (territories), in case of input of objects (territories) in operation, and also in case of change of characteristics of objects (territories) which can influence change of earlier appropriated category.

5. Possible effects of making of act of terrorism on object (territory) are determined based on forecast indicators of number of people who can die or receive harm to health (further - victims).

The forecast indicator of quantity of injured possible effects of making of act of terrorism on object (territory) is accepted equal to the maximum number of one-timely staying people on object (territory) in the working days.

6. For implementation of categorization of object (territory) the decision of the head of body (organization) under which authority object (territory) is creates the commission on inspection and categorization of object (territory) (further - the commission):

a) concerning the functioning (operated) object (territory) - within 4 months from the date of approval of these requirements;

b) when commissioning new object (territory) - within 2 months from the date of the end of actions for its commissioning;
