Administrative regulations of provision by the Ministry of Public Education of the Russian Federation of the state service in quality evaluation of the socially useful services rendered by socially oriented non-profit organizations

I. General provisions

Subject of regulation of administrative regulations

1. The administrative regulations determine terms and the sequence of ministerial procedures (actions) of the Ministry of Public Education of the Russian Federation (further - the Ministry) in the limits set by regulatory legal acts of the Russian Federation of powers, procedure and the standard of provision of the state service in quality evaluation of the socially useful services rendered by socially oriented non-profit organizations (further - the state service) according to appendix No. 3 "The list of the bodies performing quality evaluation of rendering socially useful services" to Rules of decision making about recognition of socially oriented non-profit organization by the contractor of socially useful services approved by the order of the Government of the Russian Federation of January 26, 2017 No. 89 (further respectively - Rules, the List responsible for quality evaluation, the resolution No. 89), for the purpose of improvement of quality of provision and availability of the state service.

These Administrative regulations establish order of interaction of the Ministry with other public authorities and local government bodies, the organizations by provision of the state service, and also order of interaction of structural divisions of the Ministry, their officials by provision of the state service.

1.1. The state service includes:

a) quality evaluation of rendering socially useful services by socially oriented non-profit organizations (further respectively - quality evaluation, OPU);

b) issue (direction) of the conclusion about compliance of quality of the socially useful services rendered by socially oriented non-profit organization to the established criteria <1> (further - the Conclusion);

Circle of applicants

2. Applicants on provision of the state service are socially oriented non-profit organizations (further - the organization) which quality evaluation of rendering OPU is within the competence of the Ministry, according to the List responsible for quality evaluation, created in the forms provided by the Federal Law of January 12, 1996 No. 7-FZ "About non-profit organizations" (except for the state corporations, state-owned companies, public associations which are political parties) and corresponding to the following criteria:

rendering one OPU in the territory of more than a half of subjects of the Russian Federation and (or) got financial support at the expense of means of the federal budget in connection with rendering OPU by them;

the rendering OPU for one year and more (at least than one year preceding date of filing of application on provision of the state service);

not being non-profit organizations performing functions of the foreign agent;

not having the tax debts and to charges, others to stipulated by the legislation obligatory payments of the Russian Federation;

the rendering following OPU according to the List of socially useful services approved by the order of the Government of the Russian Federation of October 27, 2016 No. 1096 (further - the List of OPU, the resolution No. 1096):

1) "The social and labor services directed to rendering assistance in questions of employment and in the solution of the questions connected with labor adaptation of youth, mothers with children, the disabled people, citizens of advanced age, persons exempted from places of detention: the organization of professional orientation of citizens for the purpose of the choice of field of activity (profession), employment, passing of professional training and receipt of additional professional education" (further - Service 1);

2) "The services providing rehabilitation and social adaptation of disabled people, social maintenance of the families raising children with limited opportunities of health: carrying out social psychological recovery or abilitation of disabled people in out-patient conditions" (further - Service 2);
