About enhancement of monitoring system of the surrounding environment in the Republic of Uzbekistan

For the purpose of enhancement and increase in system effectiveness of monitoring of the surrounding environment and prevention of negative impact by forecasting of its origin, and also implementation of system observation of use of natural resources, assessment, information support of conducting the state control in the field of protection of the surrounding environment, target and rational use of natural resources the Cabinet of Ministers decides:

1. Approve Regulations on monitoring of the surrounding environment in the Republic of Uzbekistan according to appendix No. 1.

2. Determine that since January 1, 2021 automatic stations on selection and the analysis of tests on sources of pollution of atmospheric air of again entered business entities of high exposure hazard on the surrounding environment, and also stationary Items of observation (posts) in the territory adjoining to them are established without fail, at the expense of means of business entities.

3. Assign to the State committee of the Republic of Uzbekistan on ecology and environmental protection coordination of activities of all ministries, departments, bodies of economic board and business entities in the field of monitoring of the surrounding environment in the Republic of Uzbekistan.

4. To the state committee of the Republic of Uzbekistan on ecology and environmental protection, the Ministry of water economy, the Ministry of Health of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on geology and mineral resources, the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory, the Center of hydrometeorological service under the Cabinet of Ministers of the Republic of Uzbekistan:

in three-months time to introduce in the Cabinet of Ministers of the Republic of Uzbekistan the approved offers on cardinal improvement of material equipment of departmental analytical laboratories, and also the organizations of their centralized providing with the chemical reactants, testing gases, precursors and other consumable materials necessary for implementation of the state monitoring of the surrounding environment;

together with the Uzbek agency of standardization, metrology and certification till January 1, 2021 to provide passing of accreditation of all subordinated analytical laboratories of republican and regional levels.

5. To provide to the state committee of the Republic of Uzbekistan on ecology and environmental protection together with the involved ministries and departments:

by January 1, 2020 entering into the Cabinet of Ministers of the Republic of Uzbekistan of offers on step-by-step equipping of the acting business entities of high exposure hazard on the surrounding environment automatic stations on selection and the analysis of tests on sources of pollution of atmospheric air, and also stationary Items of observation (posts) in the territory adjoining to them at the expense of means of business entities;

by January 1, 2021 full functioning of the Single geoinformation database of monitoring system of the surrounding environment.

6. Under the Cabinet of Ministers of the Republic of Uzbekistan together with the Ministry of investments and foreign trade of the Republic of Uzbekistan by December 1, 2021 to provide to the center of hydrometeorological service automation of monitoring of pollution of atmospheric air in the republic due to attraction of financial resources of the international organizations and the donor countries.

7. Make change to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of August 23, 2016 No. 273 "About approval of the Program of monitoring of the surrounding environment in the Republic of Uzbekistan for 2016-2020" according to appendix No. 2.

8. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.

9. To impose control over the implementation of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport of the Republic of Uzbekistan A. Zh. Ramatov and the chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection B. T. Kuchkarov.

Regulations on monitoring of the surrounding environment in the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines procedure for carrying out monitoring of the surrounding environment in the Republic of Uzbekistan.

2. In this Provision the following concepts are used:

the state monitoring of the surrounding environment - system of the regular, carried-out on adopted agenda observations of condition of biotic and abiotic components of the surrounding environment, their change under the influence of pollution and other harmful effects (processes) of anthropogenous activities and use of natural resources for the purpose of identification of level of pollution of the surrounding environment, assessment of its ecological condition, the forecast and ustraneniye of effects of negative processes;

objects of monitoring - biotic and abiotic components of the surrounding environment and use of natural resources, and also natural, technogenic and natural and technogenic factors and sources of impact on the environment;

monitoring system of the surrounding environment - the interconnected system of regular observations consisting of the state and production monitoring of the surrounding environment;

The single geoinformation database of monitoring system of the surrounding environment - electronic system of collection, the analysis and storage of information on state of environment and pollution sources with graphical visualization of geographical data and the related information on necessary objects on the basis of GIS-technologies;

production monitoring of the surrounding environment - the monitoring which is part of monitoring system of the surrounding environment, performed by the relevant services of the business entities making harmful effects on the surrounding environment;

the surrounding environment - set of natural and artificial objects, including atmospheric air, ozone layer of Earth, surface and underground water, lands, subsoil, plant and animal life;

environmental protection - system of the state and public measures directed to preserving and recovery of the environment, prevention of negative impact of economic and other activity on the surrounding environment and liquidation of their effects;

background monitoring - long-term systematic observations of the level of content of pollutants in all objects of the environment in the areas remote from the objects of industrial and economic activity which are minimum affected by intervention of the person which are performed on the stationary Items of observation (posts) located in the protected natural territories;

specially authorized state bodies - state bodies to which carrying out the state monitoring of the surrounding environment is assigned;

stationary Item of observation (post) - the complex including the parcel of land with the devices and the equipment, including the automatic stations intended for regular sampling of atmospheric air, surface, underground water of their chemical analysis established on it placed in the places chosen on the basis of preliminary research of condition of the surrounding environment and sources of impact on it.

3. Specially authorized state bodies have the right of easy access to in advance determined sampling points (samples) necessary for carrying out the state monitoring of the surrounding environment including located in the territory of business entities without additional approval of authorized body on coordination of checks of activities of subjects of entrepreneurship.
