About approval of regulations and rules on ensuring nuclear and radiation safety

Based on subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve regulations and rules on ensuring nuclear and radiation safety "Eligibility criterions of radioactive waste for burial" (are attached).

2. This resolution becomes effective after its official publication.

Chapter 1. Appointment and scope

1. Regulations and rules on ensuring nuclear and radiation safety "Eligibility criterions of radioactive waste for burial" (further – Rules) establish general criterions of the acceptability of radioactive waste (further – Russian joint stock company) for burial, the requirement to development and establishment of eligibility criterions of Russian joint stock company for burial in certain Item of burial of Russian joint stock company (further – PZRO), requirements to confirmation of conformity of Russian joint stock company to eligibility criterions for burial, the requirement to the passport of packaging (batch) of the Russian joint stock company transferred to burial.

2. These rules extend to all types of Russian joint stock company according to classification of Russian joint stock company for ensuring long-term safety in case of burial.

3. The requirement of these rules does not extend to the spent nuclear fuel, production waste with the increased content of natural radionuclides which are formed when implementing activities for production and conversion of mineral and organic raw materials and also to activities for the address with the deactivation waste formed as a result of holding actions for overcoming effects of catastrophic crash on the Chernobyl NPP.

4. For the purposes of these rules terms and their determinations in the values established by the Law of the Republic of Belarus of June 18, 2019 No. 198-Z "About radiation safety", the Law of the Republic of Belarus of July 30, 2008 No. 426-Z "About use of atomic energy are used".

Chapter 2. General criterions of the acceptability of Russian joint stock company for burial

5. The Russian joint stock companies transferred to burial shall correspond to the general criterions of the acceptability for burial established by these rules.

General criterions of the acceptability of Russian joint stock company for burial are established for the purpose of safe burial of Russian joint stock company and determine the requirements sufficient for their transfer to the organization operating PZRO.

6. General criterions of the acceptability of Russian joint stock company for burial establish requirements to the physical and chemical properties of Russian joint stock company and packagings of Russian joint stock company of classes 1-4, transferred to burial. High-quality and quantitative values of the normalized indicators are given in tables 1-5 of appendix 1.

7. The Russian joint stock companies buried in certain PZRO shall correspond to eligibility criterions for burial in this PZRO.

Eligibility criterions of Russian joint stock company for burial in certain PZRO are established for the purpose of realization of general criterions of the acceptability of Russian joint stock company for burial and safety of PZRO, and also determine the requirements sufficient for burial of Russian joint stock company in this PZRO.

Development and establishment of eligibility criterions for burial in certain PZRO are provided with the organization operating PZRO.

8. The operating organization and (or) the user of sources of ionizing radiation as a result of which activities Russian joint stock companies are formed (further - the organization as a result of which activities Russian joint stock companies are formed) provide with own forces or with involvement of the specialized organizations for the address with Russian joint stock company their reduction in compliance to eligibility criterions for burial and confirmation of conformity of Russian joint stock company to eligibility criterions.

9. On the Russian joint stock companies transferred to burial the passport of packaging (batch) of Russian joint stock company is drawn up. The passport of packaging (batch) of Russian joint stock company is filled in with the organization as a result of which activities Russian joint stock companies, or the organization which performed conditioning of Russian joint stock company (production of packaging of Russian joint stock company) were formed.

10. The organization operating PZRO provides acceptance of Russian joint stock company according to requirements of regulatory legal acts (further - the NPA), including technical regulatory legal acts, obligatory for observance (further - TNPA), on ensuring nuclear and radiation safety, regulating transfer and acceptance of Russian joint stock company on burial.
