1. Approve the enclosed certified requirements to the organizations for maintenance and repair of the aircraft equipment of the state aircraft.

2. To provide to development department of defense industry complex of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure for the Republic of Kazakhstan established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Certified requirements to the organizations for maintenance and repair of the aircraft equipment of the state aircraft

Chapter 1. General provisions

1. These certified requirements to the organizations for maintenance and repair of the aircraft equipment of the state aircraft (further – certified requirements) are developed according to the subitem 12) of article 6 of the Law of the Republic of Kazakhstan "About defense industry and the state defensive order" and determines requirements to the organizations for maintenance and repair of the aircraft equipment of the state aircraft.

2. In these certified requirements the following concepts are used:

1) the aircraft equipment (further – AT) – complex of aviation technical means (aircrafts, their onboard equipment and aggregates, engines, aviation arms of aircrafts of the state aircraft, aviation survival equipment, complex exercise machines (flight simulators), components, technical means of air traffic control, navigation of landing and communication, and also the means of land ensuring common and special application intended for accomplishment of flight, the organization of air traffic control and land ensuring flights;

2) repair of the aircraft equipment – complex of transactions on recovery of serviceability or operability of AT and recovery of resources (service life) of AT and its components;

3) the schedule of quality of performance of works on the aircraft equipment (further – the schedule of quality) – the document determining what processes, procedures and appropriate resources to what object and in what terms shall be applied to ensuring compliance to requirements of the project, products, process or the agreement;

4) developer – the legal entity performing development of AT;

5) military representations – the isolated structural divisions of the Ministry of Defence of the Republic of Kazakhstan placed in the organizations irrespective of patterns of ownership for control of quality and acceptance of the delivered goods of military (products), goods (products) of dual purpose (application), the performed military works and the rendered military services within the state defensive order;

6) managing personnel – the authorized persons as a part of personnel of the organization for TOIR AT of GA performing resource and organizational support of all works on maintenance and repair of the aircraft equipment of the state aircraft (further – TOIR AT), according to the obligations assigned to them;

7) non-destructive testing – the reliability control of the main working properties and parameters of object or its separate elements / nodes which is not requiring removal of object from work or its dismantle;

8) repair documentation – documentation on repair (capital, average, current) intended for preparation of repair production, repair and control of the repaired products and their components;

9) engineering personnel - the aviation personnel having the existing certificate of aviation personnel with the admission of work on TOIR AT;

10) configuration – the functional and physical characteristics established in technical documents and realized in it;

11) counterfeit product – counterfeited product for which it is confirmed that it is the copy, imitation or replacement, and which was provided, identified and marked as authentic product and (or) was changed by source without legitimate rights for it with intention to misinform, mislead or deceive;

12) design documentation – set of the design documents containing depending on their appointment this, necessary for development, production, control, acceptance, operation and repair of product;

13) authorized body in the field of defense industry and the state defensive order (further – authorized body) – the state body performing management and cross-industry coordination in the field of defense industry and the state defensive order;

14) the certificate of the organization for maintenance and repair of the aircraft equipment of the state aircraft (further – the certificate) – the document of the established sample certifying compliance of the organization for TOIR AT of GA to certified requirements;

15) the organization for maintenance and repair of the aircraft equipment of the state aircraft (further – the organization for TOIR AT of GA) – the legal entity who is performing maintenance and (or) repair of AT and having the existing certificate;

16) information of the organization for maintenance to repair of the aircraft equipment of the state aircraft (further – information) – the structured information fixed on the carrier;

17) the manufacturing documentation – documentation containing data on product condition before performance of works on TOIR AT, methods and amounts of completed work on TOIR AT and results of control;
