Recognize invalid orders of the Minister of national economy of the Republic of Kazakhstan of April 12, 2017 as No. 153 "About approval of the Regulations on Committee on regulation of natural monopolies, protection of the competition and the rights of consumers of the Ministry of national economy of the Republic of Kazakhstan and recognition voided some orders of the Minister of national economy of the Republic of Kazakhstan" (it is published in Reference control bank of regulatory legal acts of the Republic of Kazakhstan on April 25, 2017) and of June 17, 2019 No. 155 "About modification of the order of the Minister of national economy of the Republic of Kazakhstan of April 12, 2017 No. 153 "About approval of the Regulations on Committee on regulation of natural monopolies, protection of the competition and the rights of consumers of the Ministry of national economy of the Republic of Kazakhstan and recognition voided some orders of the Minister of national economy of the Republic of Kazakhstan" (it is published in Reference control bank of regulatory legal acts of the Republic of Kazakhstan on June 25, 2019).

3. To provide to committee on regulation of natural monopolies of the Minister of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) within ten calendar days from the date of signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan;

3) within ten working days after signing of this order submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective from the date of its signing.

Regulations on Committee on regulation of natural monopolies of the Ministry of national economy of the Republic of Kazakhstan

Chapter 1. General provisions

1. The committee on regulation of natural monopolies of the Ministry of national economy of the Republic of Kazakhstan (further - Committee) performs management in spheres of natural monopolies, except for spheres of air navigation, the airports and on provision in property employment (lease) or use of the cable sewerage, in the socially significant markets, except for rendering services of the airports on internal flights: landing disembarkation of passengers (by means of telescopic ladder), provision in lease of the premises of the airport used for the purpose of ensuring transportation process, load handling, provision of workplace (area) for registration of passengers, providing aircrafts with aviation fuels and lubricants, and also the state control of observance by the power making and power supplying organizations of requirements of the Law of the Republic of Kazakhstan "About power industry".

2. The committee performs the activities according to the Constitution and the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

3. The committee is legal entity in form of business of public institution, has seals and stamps with the name in state language, forms of the established sample, according to the legislation of the Republic of Kazakhstan of the account in bodies of treasury.

4. The committee enters the civil relations from own name.

5. The committee has the right to act as the party of the civil relations on behalf of the state if it is authorized on it according to the legislation of the Republic of Kazakhstan.

6. The committee on questions of the competence, in the procedure established by the legislation of the Republic of Kazakhstan, makes the decisions which are drawn up by orders of the chairman of Committee and other acts, stipulated by the legislation the Republic of Kazakhstan.

7. The structure and limit of the number of staff of Committee affirm according to the current legislation.

13. Tasks:

participation in forming and realization of state policy in spheres of natural monopolies, and also in implementation of state regulation of the prices and state control of observance of procedure for pricing and obligations of the subject of the socially significant market.

14. Rights and obligations:

1) to publish legal acts within the competence;

2) to request and receive necessary information and materials from state bodies, the organizations, their officials;

3) to make offers on development of regulatory legal acts within the competence;
