1. General provisions

1. These Administrative regulations determine terms and the sequence of ministerial procedures (actions) of the Ministry of Labour and Social Protection of the Russian Federation (further - the Ministry) by provision of the state service in quality evaluation of rendering socially useful services by socially oriented non-profit organization (further respectively - socially useful services, the state service), establish order of interaction of structural divisions of the Ministry, their officials, and also interaction of the Ministry with other public authorities and local government bodies, organizations and the organizations by provision of the state service.

2. Applicants on provision of the state service are socially oriented non-profit organizations (further - the applicant).

The quality evaluation of rendering socially useful services is performed by the Ministry concerning the applicant who is rendering one socially useful service in the territory of more than a half of subjects of the Russian Federation and (or) got financial support at the expense of means of the federal budget in connection with rendering socially useful services to them according to paragraph one of Item 6 of Rules of decision making about recognition of socially oriented non-profit organization by the contractor of the socially useful services approved by the order of the Government of the Russian Federation of January 26, 2017 No. 89 "About the register of non-profit organizations - contractors of socially useful services" (The Russian Federation Code, 2017, No. 6, Art. 937; No. 39, Art. 5710; 2018, No. 5, Art. 770; No. 50, the Art. 7755) (further - the resolution No. 89).

4. Within informing applicants on provision of the state service the following information is provided:

a) about the list of the regulatory legal acts governing the relations arising in connection with provision of the state service with indication of their details and sources of official publication;

b) about the list of categories of applicants to which the state service can be provided;

c) about the list of the documents submitted by the applicant for receipt of the state service, requirements imposed to these documents and their registration including models of filling of document forms;

d) about terms of provision of the state service;

e) about the procedure and methods of submission of documents represented by the applicant for receipt of the state service;

e) about procedure for receipt of information by the applicant concerning provision of the state service, data on the course of provision of the state service, including with use of the Single portal;

g) about results of provision of the state service, procedure for the direction of the document which is result of provision of the state service;

h) about the list of the bases for refusal in provision of the state service;

i) about the location, the working schedule, telephone numbers for enquiries, the address of the official site of the Ministry, and also e-mail of the Ministry;

j) about procedure for pre-judicial (extrajudicial) appeal of decisions and actions (failure to act) of the Ministry, and also his officials;

k) other information on procedure for provision of the state service.
