About measures for further enhancement of procedure for financing of works on construction, reconstruction, major repair and equipment of objects of physical culture and sport

For the purpose of promoting of physical culture and sport in the country, promotion of healthy lifestyle among the population, especially youth, ensuring worthy representation of our country on the international sports scene, and also implementations of effective funding mechanisms for works on construction, reconstruction, major repair and equipment of objects of physical culture and sport:

1. Agree with the offer of the Ministry of physical culture and sport (further - the Ministry), the Ministries of Economy and Industry, the Ministries of Finance of the Republic of Uzbekistan about abolition of Fund of development of physical culture and sport under the Ministry of physical culture and sport of the Republic of Uzbekistan (further - Fund).

2. Determine that:

functions of financing of construction, reconstruction, major repair and equipment of objects of physical culture and sport of the abolished Fund are assigned to the Ministry of Finance of the Republic of Uzbekistan;

construction projects, reconstruction and major repair of objects of physical culture and sport, and also their address lists are annually created by the Ministry in coordination with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent and join in the Investing program of the Republic of Uzbekistan the next years;

expenses on acquisition and delivery in centralized procedure for sports accessories, the equipment, stock for objects of physical culture and sport, carrying out republican sports and physical cultural events, earlier financed by means of the abolished Fund, are provided in the annual republican schedule sports and physical cultural events and are financed by means of the republican budget of the Republic of Uzbekistan;

for forming and financing of the schedule sports and physical cultural events of the Republic of Karakalpakstan, areas and the city of Tashkent, and also areas (cities) means of budgets of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent, and also budgets of areas (cities) annually are in accordance with the established procedure provided;

the address program of construction, reconstruction and major repair of objects of physical culture and sport for 2019 developed by Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the Ministry is financed by centralized investments;

maintenance costs of district (city) departments of physical culture and sport are financed by means of budgets of areas (cities) with reducing positions of the chief accountant in them.

3. Create in structure of the Ministry of physical culture and sport of the Republic of Karakalpakstan, regional and Tashkent city managements of physical culture and sport centralized accounting services with the number of staff 2 units and assign to them tasks on conducting financial and accounting activities of district (city) departments of physical culture and sport in centralized procedure.

4. To provide to the ministry together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent in two weeks return to the republican budget of the Republic of Uzbekistan of remaining balance of means on settlement accounts of Fund and its territorial subdivisions after implementation of payments, stipulated by the legislation.

5. For the purpose of development of the sphere of physical culture and sport, material stimulation of workers of authorities of the sphere, creation of worthy conditions for increase in their professional level to open the special off-budget settlement account "Sport" (further - the Special settlement account) the Ministries.

6. Determine sources of forming of means of the Special settlement account:

20 percent of the means arriving from training at the rates of retraining organized by Institute of retraining and advanced training of specialists in physical culture and sport under the Ministry of tourism and sport of the Republic of Uzbekistan and its branches;

10 percent of the means arriving in off-budget funds of the subordinated organizations of system of the Ministry having the status of the legal entity;

to 10 percent of the income from the organization of sports lotteries and carrying out sports lotteries by legal entities;

income gained from placement of temporarily available funds of the Special settlement account;

grants and means of technical assistance of the international financial institutions and foreign states;

other means which are not prohibited by the legislation.

7. Determine that means of the Special settlement account are used on:

payment of monthly allowances, awards, other stimulating payments to employees of central office of the Ministry;

involvement of highly skilled foreign experts and compatriots abroad for work in the Ministry;

financing of expenses on content, operation, construction, repair of buildings and constructions of the Ministry, its territorial subdivisions and subordinated organizations, providing them with necessary stock, including furniture, means of communication, computers and other equipment, to implementation of modern information and communication technologies;

training, advanced training of employees of the Ministry in research, educational and other institutions of the foreign states;

payment of the expenses connected with official journeys of employees of the Ministry of the country and to foreign countries;

other actions directed to enhancement of activities of the Ministry.

8. To the Ministry of Finance of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, in view of abolition of Fund:

a) provide allocation of required additional resources within parameters of the Government budget of the Republic of Uzbekistan for 2019 and at the expense of additional sources of the republican budget of the Republic of Uzbekistan on:

the expenses connected with construction, reconstruction, major repair and equipment of objects of physical culture and sport;

expenses on content of district (city) departments of physical culture and sport;

implementation of the republican schedule of carrying out sports and physical cultural events;

b) since 2020 when forming key parameters of the Government budget of the Republic of Uzbekistan to provide necessary means:

in parameters of the republican budget on the basis of reasonable calculations of the Ministry - on acquisition and delivery in centralized procedure for sports accessories, the equipment, stock for objects of physical culture and sport, and also forming of the republican schedule sports and physical cultural events;
