About additional measures for increase in efficiency of forest utilization in the republic

More than 1 436,4 of ton of seeds of different types of trees and bushes, 108,8 of one million pieces of saplings and seedling are prepared, on the area of 2 786 hectares nurseries and nurseries are organized.

The quantity of types of the tame grown-up officinal and fodder plants is brought to 61 types, on plantations of herbs of 3 thousand hectares more 4,5 of one thousand tons of raw materials of officinal and fodder plants is prepared, more 2,2 of one thousand tons of raw materials is delivered.

For the purpose of increase in efficiency of use of lands in forest fund of the Republic, stimulation of attraction of private equity in industry, the most effective organization of activities of the State committee of the Republic of Uzbekistan for forestry and the organizations entering its system, and also accomplishment of the tasks established in the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Take into consideration that the Presidential decree of the Republic of Uzbekistan of June 17, 2019 to No. UP-5742 "About Measures for Effective Use of Land and Water Resources in Agricultural Industry" resolves transfer of lands of forest fund to citizens of the Republic of Uzbekistan and to agricultural enterprises on the basis of the investment agreement or public-private partnership for a period of up to 50 years.

To the state committee on forestry in two-month time according to this Item to introduce to the Cabinet of Ministers of the Republic of Uzbekistan the bill on introduction of corresponding changes and amendments in the Code of the Republic of Uzbekistan about the administrative responsibility by determination of the specific list of officials, representatives to consider cases on administrative offenses, and also the administrative offenses considered by them.

Take into consideration that according to Article 88 of the Land code of the Republic of Uzbekistan the means arriving according to the procedure of compensation of losses of forestry and landscape production are considered separately and are used for creation and recovery of the woods and lesoplodovy plantings, afforestation of sands, coastal strips of reservoirs and the rivers, and also implementation of other actions directed to improvement of condition of forest grounds.

Determine that since January 1, 2020 the means arriving according to the procedure of compensation of losses of forestry and landscape production and the receipts left at the disposal of the relevant organizations at the expense of quotas for use of plant and animal life on lands of forest fund are listed in the income of Fund.

Determine that the borrowing facilities raised on the basis of this Item are subject to return for the income account, received from implementation of the corresponding project.

10. Take into consideration that at the Darhan scientific experimental station new projects on additional use of the woods by creation of the territory of ecotourism, modern sports and entertainment complex, modern greenhouses and the companies for conversion and packaging of forest products with attraction of financial resources of private investors are implemented by the State committee on forestry.

To the state committee on forestry together with the interested ministries and departments, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas in two-month time to develop, approve and provide execution of the program of projects implementation for additional use of lands of forest fund.
