1. Approve the enclosed Regulations of information exchange of suppliers and information users with the Single state information system of social security.

Regulations of information exchange of suppliers and information users with the Single state information system of social security

I. General provisions

1. Regulations of information exchange of suppliers and information users with the Single state information system of social security (further - Regulations) establish procedure for information exchange of public authorities, local government bodies, state non-budgetary funds, the organizations which are under authority of the public authorities providing measures of social protection (support), social services within social servicing and the government public assistance, other social guarantees and payments at the expense of means of the budget system of the Russian Federation (further - measures of social protection (support), bodies of the power/organization), with the Single state information system of social security (further - EGISSO) for the purpose of the organization of provision in EGISSO of information, the stipulated by the legislation Russian Federation, both receipt by bodies by the authorities/organizations and citizens of information, containing in EGISSO, with observance of requirements of the legislation of the Russian Federation in the field of personal data.

When functioning EGISSO the qualifier of measures of social protection (support) which procedure for maintaining is determined by the procedure for forming of the qualifier of measures of social protection (support), its updatings and use by participants of information exchange in case of placement of information in EGISSO approved by the order of the Ministry of Labour and Social Protection of the Russian Federation of June 30, 2017 No. 542n is used (registration No. 47766) is registered by the Ministry of Justice of the Russian Federation on August 14, 2017.

II. Registration of users of EGISSO

3. Users of EGISSO are the bodies of the power/organization registered in EGISSO as suppliers of information and citizens.

For receipt of the personified information citizens shall be registered in the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (further - ESIA).

4. Registration of bodies of the authorities/organizations in EGISSO as suppliers of information is performed if bodies of the power/organization conform to requirements of Item 2 of article 6.11 of the Federal Law of July 17, 1999 No. 178-FZ "About the government public assistance" (The Russian Federation Code, 1999, No. 29, of Art. 3699; 2016, No. 1, Art. 8; 2018, No. 11, Art. 1591).

5. For registration as the supplier of information body the power/organization sends the electronic request for registration of body of the power/organization as the supplier of information to EGISSO (appendix No. 1 to Regulations) (further - the request for registration as the supplier of information) on the e-mail address of the Pension Fund of the Russian Federation which is the operator EGISSO (further - the operator EGISSO, e-mail of EGISSO operator).

6. The operator EGISSO within three working days from the date of receipt of the request for registration as the supplier of information performs its check on completeness and compliance of the data specified in it.

Day of receipt by the operator of EGISSO of the request for registration as the supplier of information day of receipt of the specified request for e-mail of EGISSO operator is considered.

7. The operator EGISSO considers the request for registration as the supplier of information within five working days from the date of check completion, stipulated in Item 6 Regulations.

8. Is result of consideration of the request for registration as the supplier of information:

registration of body of the power/organization as the supplier of information;

refusal in registration of body of the power/organization as the supplier of information.

9. The operator EGISSO within one working day from the date of registration as the supplier gives information to body of the power/organization about results of consideration of the request for registration as the supplier of information, directing the electronic notification (further - the notification) to the e-mail address specified in the request for registration as the supplier of information.

10. Registration as the supplier of information is performed by the operator EGISSO by creation of accounting record of body of the power/organization in EGISSO.

In case of registration of body of the power/organization as the supplier of information (further - the supplier of information) in the notification the operator EGISSO specifies the assigned vendor code of information and the name of the registered body of the power/organization.

11. The bases for refusal in registration as the supplier of information are:

the discrepancy of information specified in the request for registration as the supplier of information, revealed during check, stipulated in Item 6 Regulations, or representation by body by the power/organization of the request for registration as the supplier of information completed not in full;

absence in the legislation of the Russian Federation, in regulatory legal acts of subjects of the Russian Federation, municipal regulatory legal acts of provisions according to which the body the power/organization is given the right and (or) authority on provision of measures of social protection (support).
