2. To provide to customs authority (V. Yu. Skiba) central information technically, Head department of information technologies of FCS of Russia (G. V. Peschansky) necessary completion of information software of the Single automated information system of the customs authorities used by customs authorities when making customs transactions concerning the courts used for the purpose of merchant shipping, and also the goods and vehicles moved through customs border of the Eurasian Economic Union with these courts.
3. Recognize not as the State Customs Committee of Russia which is subject to application the order of September 12, 2001 No. 892 "About approval of the Regulations on customs clearance and customs control of the courts used for the purpose of merchant shipping, and also goods moved through customs border of the Russian Federation with these courts" (it is registered by the Ministry of Justice of the Russian Federation 01.10. 2001, registration No. 2958).
4. To impose control of execution of this order on the first deputy head of FCS of Russia R. V. Davydov.
5. This order becomes effective after thirty days after day of its official publication.

1. This Technology determines set and the sequence of making by customs authority of actions concerning the courts used for the purpose of merchant shipping (further - vessels), and also the goods and vehicles moved through customs border of the Eurasian Economic Union (further - EEU) these courts, with use of the Single automated information system (further - EAIS) customs authorities in case of representation by the carrier or person acting according to its order (further - carrier), the customs applicant, person having powers concerning goods and other interested persons (further - interested persons) documents and data in electronic form.
2. Documents and data are represented according to the specification of the interface of interaction between the information systems of customs authorities and information systems intended for representation by participants of the foreign economic activity of data to customs authorities electronically developed according to the procedure approved by the order of FCS of Russia of January 24, 2008 No. 52 "About implementation of information technology of representation of data to customs authorities electronically for the purposes of customs clearance of goods including with use of international association of Internet networks (registration No. 11201) (further - the order of FCS of Russia of January 24, 2008 No. 52), using the strengthened qualified digital signature (further - the EDS is registered by the Ministry of Justice of the Russian Federation on February 21, 2008) according to the procedure, No. 63-FZ determined by the Federal Law of April 6, 2011 "About the digital signature" (The Russian Federation Code, 2011, No. 15, Art. 2036; 2016, No. 26, Art. 3889).
3. The preliminary information provided by carrier and interested persons in EAIS of customs authorities in the automatic mode undergoes testing for compliance to structure and the formats determined by album of formats of the electronic document forms intended for the organization of interaction between information systems of customs authorities and the information systems intended for representation by the participants of foreign economic activity of data to customs authorities electronically developed according to the procedure approved by the order of FCS of Russia of January 24, 2008 No. 52.
4. In case of detection of discrepancy of the electronic data containing in the preliminary information to the established structure and format this to carrier and interested persons from EAIS of customs authorities automatically the electronic message containing list of the revealed mistakes for their elimination and the repeated direction of the preliminary information goes.
5. In the absence of mistakes in provided preliminary information the automatic electronic message containing information on adoption of the preliminary information and registration number of the preliminary information goes to carrier and interested persons (further - registration number PI).
