1. Approve the Provision of republican public institution "Committee on consumer protection of the Ministry of Trade and integration of the Republic of Kazakhstan" according to appendix to this order.

2. To provide to committee on consumer protection of the Ministry of Trade and integration of the Republic of Kazakhstan:

1) within ten calendar days from the date of approval of this order the direction it electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan the Ministries of Justice of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

4. This order becomes effective from the date of its signing, except for paragraphs of the tenth, eleventh and twenty third Item 1 of this order which become effective since January 1, 2021 according to the Law of the Republic of Kazakhstan of June 25, 2020 "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning consumer protection".

Provision of republican public institution "Committee on consumer protection of the Ministry of Trade and integration of the Republic of Kazakhstan"

Chapter 1. General provisions

1. The republican public institution "Committee on consumer protection of the Ministry of Trade and integration of the Republic of Kazakhstan" (further - Committee) is the department of the Ministry of Trade and integration of the Republic of Kazakhstan (further – the Ministry) performing within the competence management and regulation in the sphere of consumer protection, performing cross-industry coordination.

2. The committee performs the activities according to the Constitution and the laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

3. The committee is legal entity in form of business of public institution, has seals and stamps with the name in Kazakh, forms of the established sample, according to the legislation of the Republic of Kazakhstan of the account in bodies of treasury.

4. The committee enters the civil relations from own name.

5. The committee has the right to act as the party of the civil relations on behalf of the state if it is authorized on it according to the legislation.

Chapter 2. Tasks, rights and obligations of Committee

13. Task: forming of complete and effective policy in the sphere of consumer protection.

14. Rights of Committee:

1) to request and receive information on questions of consumer protection from state bodies, physical persons and legal entities;

2) to coordinate work of local executive bodies in the sphere of consumer protection;

3) to coordinate work of territorial authorities of the Ministry of questions of the main activities, planning and execution of the republican budget within competence of Committee;

4) to take a legal action in case of failure to carry out or inadequate accomplishment by physical persons and legal entities of legal requirements, the resolutions issued by officials of bodies and divisions in the sphere of consumer protection;

5) to organize rendering the methodological and advisory help of the Ministry to territorial authorities and organizations in the regulated sphere, to legal entities and physical persons on the questions entering competence of Committee;

6) to conclude memorandums (agreements) with heads of local executive bodies directed to achievement of resulting effects of activities in the regulated sphere;

To create 7) advisory and consultative and commissions of experts concerning consumer protection;

8) to publish legal acts within the competence;

9) to demand from territorial authorities of the Ministry of timely and exact execution of orders and orders of the Ministry and Committee;

10) to request and receive from structural divisions of the Ministry, state bodies, the organizations, their officials of necessary information and materials;

11) to perform other rights provided by the existing legal acts.

Obligations of Committee:

1) ensuring realization of the tasks and functions assigned to Committee;
