About safety of genetically engineered activities

This Law establishes legal and organizational basis of safety of genetically engineered activities and is directed to health protection of the person and the environment, accomplishment of the international obligations by the Republic of Belarus in the field of safety of genetically engineered activities.
For the purposes of this Law the following basic concepts and their determinations are used:
safety of genetically engineered activities – the security condition reached by means of accomplishment of the measures directed to prevention or decrease to the safe level of possible harmful effects of genetically engineered organisms on health of the person and the environment when implementing genetically engineered activities;
release of genetically engineered organisms to the environment for carrying out testing – entering of genetically engineered organisms into the environment;
genetic engineering – technology of receipt of new combinations of genetic material by the manipulations which are carried out out of cage with molecules of nucleinic acids and transfer of the created designs of genes in live organism as a result of which inclusion and their activity in this organism and at its posterity are reached;
genetically engineered activities – the activities connected with creation of genetically engineered organisms, implementation of works with genetically engineered organisms in the closed systems, their release to the environment for carrying out testing, use in the economic purposes, import to the Republic of Belarus, export from the Republic of Belarus, en route through its territory of genetically engineered organisms, their transportation, storage and neutralization;
the genetically engineered organism (which is genetically changed (modified, transgene) organism) – the live organism containing new combination of the genetic material received by means of genetic engineering;
genotype – set of all heritable signs of organism, information on which is coded in genes;
the state legal entities are legal entities (the unitary enterprises, organizations, national associations) whose property is in state-owned property and belongs to them on the right of economic maintaining or on the right of operational management;
live organism – any biological system which is capable to transfer and replication (reproduction) of genetic material, including sterile organisms, viruses and viroida;
the conclusion (the allowing document) for import to the Republic of Belarus, export from the Republic of Belarus, transit through its territory of conditionally pathogenic and pathogenic genetically engineered organisms – the document which is confirming the right to import to the Republic of Belarus, export from the Republic of Belarus, transit through its territory of certain genotype of conditionally pathogenic and pathogenic genetically engineered organisms and the having one-time nature;
the closed system – system in which works with genetically engineered organisms are carried out, equipped with the necessary special equipment and devices excluding contact of genetically engineered organisms with the environment and impact on it;
use of genetically engineered organisms in the economic purposes – cultivation and (or) cultivation (cultivation) of genetically engineered animals, grades of genetically engineered plants and strains of not pathogenic genetically engineered microorganisms for production of agricultural and microbiological products;
not pathogenic genetically engineered organisms – the genetically engineered organisms not capable to cause diseases of the person;
neutralization of genetically engineered organisms – the activities directed to isolation of genetically engineered organisms, and also to their destruction including by burning in specialized installations, for the purpose of prevention of harmful effects of genetically engineered organisms on health of the person and the environment;
pathogenic genetically engineered organisms – the genetically engineered organisms capable to cause diseases of the person;
permission to release of not pathogenic genetically engineered organisms to the environment for carrying out testing – the document issued by specially authorized republican state body in the field of safety of genetically engineered activities to legal entities and (or) individual entrepreneurs, confirming the right to release to the environment of not pathogenic genetically engineered organisms of certain genotype for carrying out testing;
