1. Approve specific requirements for ensuring fire safety for the objects which are specially intended for stay of children, and also objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of people (are applied).

2. Grant to the Ministry of Emergency Situations the right to explain questions of application of specific requirements for ensuring fire safety for the objects which are specially intended for stay of children, and also objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of the people approved by this resolution.

3. This resolution becomes effective in three months after its official publication.

Specific requirements for ensuring fire safety for the objects which are specially intended for stay of children, and also objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of people

Chapter 1. General provisions

1. These specific requirements establish requirements for ensuring fire safety for the objects which are specially intended for stay of children, and also objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of people.

These specific requirements are developed according to Item 2 of general requirements of fire safety to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing and are obligatory for observance by legal entities (heads, officials, workers) and individual entrepreneurs, and also the citizens who are on the objects which are specially intended for stay of children, objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of people.

2. The responsibility for violation and (or) failure to carry out of these specific requirements is established according to legal acts.

3. For the purposes of these specific requirements terms and their determinations in the values determined by general requirements of fire safety to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing and also the following terms and their determinations are applied:

children are persons who did not reach 18-year age;

the objects which are specially intended for stay of children - buildings (except for objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of people) which are according to the destination intended for stay of children, including round the clock;

objects with simultaneous stay over 300 people - buildings and constructions (except for the objects which are specially intended for stay of children, objects of the social sphere and health care with the round-the-clock stay of people, and also objects of industrial function) with a capacity over 300 people, the fairs organized in the open air with the number of visitors over 300 people;

objects of the social sphere and health care with the round-the-clock stay of people - buildings of the organizations (except for the objects which are specially intended for stay of children, objects with simultaneous stay over 300 people) performing rendering social services, medical activities with the round-the-clock stay of people;

the self-rescuer - individual protection equipment of respiratory organs for evacuation from the dangerous atmosphere which is characterized by availability of chemical and biological factors which level exceeds the established standard rates.

Chapter 2. Requirements for ensuring fire safety for the objects which are specially intended for stay of children, and also objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of people

4. Buildings of organizations of education (except for organizations of additional education of adults), sports and sports and technical schools for children and young people, specialized schools of the Olympic reserve for children and young people and sports and technical schools, the centers of the Olympic reserve, recreation and sports camps, children's hospitals and polyclinics, children's homes, houses nursing homes for handicapped children, clinical centers of palliative medical care to children, the centers of social and (or) social resettlement for handicapped children and (or) disabled people belong to the objects which are specially intended for stay of children.

With simultaneous stay over 300 people treat objects buildings of libraries, museums, philharmonic halls, circuses and zoos (including portable), clubs, palaces (houses, the centers) of culture, organizations of additional education of adults, polyclinics (except for children's polyclinics), banks, objects of public catering, shopping facilities, sports constructions, theaters, movie theaters, stations, cult buildings, hotels, hostels, multipurpose complexes, and also other buildings and constructions with a capacity over 300 people.

With the round-the-clock stay of people buildings of hospitals (except for children's hospitals), hospitals, dispensaries, the centers, including scientific and practical, maternity hospitals, hospices, sanatoria, houses (bases) of rest, boarding houses, houses (centers) of temporary stay of persons of no fixed abode, houses nursing homes for aged and disabled people, special houses for veterans, aged and disabled people, the centers of resocialization and (or) social adaptation belong to objects of the social sphere and health care.

5. In the territory of the objects which are specially intended for stay of children, and also objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of the people located in forests or at distance less than 20 meters from them from the forest area the fire-proof mineralized strip shall be created by width meter 2,8 suffices.

6. On the objects which are specially intended for stay of children and also objects with simultaneous stay over 300 people, objects of the social sphere and health care with the round-the-clock stay of people:

use of irons, electric stoves and other household electric heaters is allowed only in specially intended rooms, in the places specified in operational documentation or in the rooms determined by the all-object instruction on fire safety;
