About measures for the organization of activities of the state assay chamber under the Ministry of Finance of the Republic of Uzbekistan

According to the Presidential decree of the Republic of Uzbekistan of May 18, 2019 and for the purpose of further enhancement of state regulation in the sphere of production, use and address of precious metals and gemstones the Cabinet of Ministers decides No. UP-5721 "About Measures for the Accelerated Development of Jewelry Industry in the Republic of Uzbekistan":

1. Approve:

organizational structure of the State assay chamber under the Ministry of Finance of the Republic of Uzbekistan according to appendix No. 1;

structure of central office of the State assay chamber under the Ministry of Finance of the Republic of Uzbekistan with the extreme total number of managerial personnel in number of 24 units according to appendix No. 1a;

standard structure of territorial branches of the State assay chamber under the Ministry of Finance of the Republic of Uzbekistan according to appendix No. 1b;

Regulations on the State assay chamber under the Ministry of Finance of the Republic of Uzbekistan according to appendix No. 2.

2. To the Ministry of Finance together with the Central bank of the Republic of Uzbekistan in a month to finish organizational measures for transfer of the State assay chamber (further - Assay chamber) in maintaining the Ministry of Finance of the Republic of Uzbekistan.

3. Determine that:

The assay chamber is headed by the chief appointed to position and dismissed by the Cabinet of Ministers of the Republic of Uzbekistan on representation of the Minister of Finance of the Republic of Uzbekistan;

the chief according to the status, payment terms of work, medical and transport attendance is equated to the deputy minister;

the chief has one deputy appointed to position and dismissed by the Minister of Finance of the Republic of Uzbekistan on representation of the chief of Assay chamber.

4. Form under Assay chamber off-budget fund of development and material stimulation of employees of the State assay chamber under the Ministry of Finance of the Republic of Uzbekistan (further - Fund) without formation of legal entity.

Determine sources of forming of Fund:

the amounts of penalties for abuse of regulations of the address of the precious metals and gemstones or products containing them;

the means arriving from collection of assay payment;

charges for considerations of the applications and issue of registration certificates;

charges for considerations of the applications about issue of licenses;

income from placement of temporarily available funds of Fund on deposits in commercial banks;

other income which is not forbidden by the legislation.

5. Determine that fund is used on:

content and strengthening of material and technical resources of Assay chamber and its territorial branches, including material stimulation of her workers, including payment of surcharges, allowances, awards, social payments;

financing of the expenses connected with involvement of foreign specialists and consultants in field of activity of Assay chamber and also preparation, retraining and advanced training of her workers;

financing of the expenses connected with preparation and the edition of scientific and technical and scientific and methodical literature (including periodicals, brochures, booklets, books, collections and other information and educational materials), and also creation of videos of presentation materials in field of activity of Assay chamber;

financing of research works, and also developments of regulating documents by the scientific and research organizations in field of activity of Assay chamber;

other actions connected with activities of Assay chamber, not forbidden by the legislation.

6. To the Ministry of Finance of the Republic of Uzbekistan:

provide allocation in 2019 of budgetary funds for covering of the expenses connected with content of Assay chamber, and since 2020 to provide necessary means in parameters of the Government budget of the Republic of Uzbekistan;

allocate to Assay chamber limit for maintenance of two automobile vehicles, including one personal and one person on duty;

provide placement of branches of Assay chamber in the respective buildings of territorial financial bodies.

7. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the Minister of Finance D. A. Kuchkarov.
