Safety in case of the treatment of spent nuclear fuel (further – SNF) is one of components of nuclear and radiation safety.
According to the Integrated convention on safety of the treatment of the fulfilled fuel and on safety of the treatment of radioactive waste of September 5, 1997 final responsibility for safety in case of the treatment of SNF lies on the state.
The treatment of SNF is activities component in the field of use of atomic energy. According to the Law of the Republic of Belarus "On regulation of safety when using atomic energy" carrying out single state policy in the field of safety when using atomic energy provides Council of Ministers of the Republic of Belarus.
This Strategy is developed for forming and realization optimum from the technology point of view, economically reasonable, ecologically and socially safe state policy in the field of the treatment of SNF of the Belarusian nuclear power plant (further – the Belarusian NPP).
This Strategy determines the main activities by the safe and cost-efficient handling of SNF of the Belarusian NPP, including the key organizational moments on creation and functioning of system of the treatment of SNF of the Belarusian NPP, the main directions of scientific and technical and practical activities of participants of process of the address, the step-by-step, adaptive, based on the consent of the subjects involved in process of the address approach to final stage of nuclear fuel cycle.
Development of this Strategy was performed taking into account:
the international scientific and practical experience of the treatment of SNF within the declared national strategy;
modern tactics of the problem resolution SNF and perspectives of technical progress;
the services provided in the international market of offers on the treatment of SNF and conditions of their rendering, availability of these services to the Republic of Belarus;
economic and technology complexity of program implementation on direct geological burial of SNF;
possibilities of periodic review of system of the treatment of SNF of the Belarusian NPP or its adjustment in process of deeper studying of problem, accumulating of practical experience, change of political, economic, ecological, social situation, development of technologies.
General coordination of works on realization of this Strategy and control of their accomplishment are performed by the Department of Energy.
The Republic of Belarus in the field of the treatment of SNF and radioactive waste (further – Russian joint stock company) is guided by use of technologies and expert knowledge of the supplying country of nuclear technologies – the Russian Federation.
For the purposes of this Strategy terms and their determinations in the values established by the Law of the Republic of Belarus "On regulation of safety when using atomic energy" are used.
The legal basis of public administration in the field of the treatment of SNF are the international agreements of the Republic of Belarus and other international legal acts containing obligations of the Republic of Belarus, the laws, regulatory legal acts of the President of the Republic of Belarus, the resolution of Council of Ministers of the Republic of Belarus and other regulatory legal acts in the field of ensuring nuclear and radiation safety.
