About procedure of the state energy and gas supervision

In pursuance of item 4 of the resolution of Council of Ministers of the Republic of Belarus of March 29, 2019 "About the state energy and gas supervision" and based on Item 2 of the resolution of Council of Ministers of the Republic of Belarus of November 30, 2012 No. 1105 "About approval of the list of actions technical (technology, testing) nature" the Department of Energy of the Republic of Belarus DECIDES: No. 213

1. Approve the Instruction about procedure by body of the state energy and gas supervision of actions technical (technology, testing) nature it (is applied).

2. Determine that officials of public institution "State energy and gas supervision" (further – the Gosenergogaznadzor) – the chief state and (or) state inspectors on energy and gas supervision:

2.1. in case of identification of violations of the law in the field of the power and gas supply creating threat of homeland security, damnification of life and to health of the population, the environment take out the offer on suspension you (will lock) activities of the subject (its workshops, production sites), construction object, the equipment (further if other is not established, - the offer) before elimination of the violations which formed the basis of delivery (direction) of the offer in form according to appendix 1.

The offer no later than one working day following behind day of its delivery (direction) affirms the chief state inspector on energy and gas supervision or the state energy and gas supervision inspector - the chief of district (city) energogazinspektion of branch of the Gosenergogaznadzor who can make the decision on complete or partial cancellation of the offer on form according to appendix 2;

2.2. by results of implementation of the state energy and gas supervision, during which:

violations of the law in the field of power and gas supply are not revealed - constitute the reference by results of implementation of the state energy and gas supervision in form according to appendix 3;

violations of the law in the field of power and gas supply are revealed - draw up the statement by results of implementation of the state energy and gas supervision in form according to appendix 4;

violations of the law in the field of power and gas supply for which power - and the gas supplying organizations have the right to disconnect power stations from networks of power supply and the gas-using equipment from gas-distribution system are revealed, in power - and the gas supplying organization send the information letter (message) in form according to appendix 5.

3. Declare invalid the resolution of the Department of Energy of the Republic of Belarus of June 29, 2015 No. 25 "About some questions of implementation of actions technical (technology, testing) nature".

4. This resolution becomes effective after its official publication.
