I. General provisions

1.1. This Regulations on forming of interstate network of the centers of collective use in the field of innovative state cooperation - participants of the Interstate program of innovative state cooperation - members of the CIS for the period till 2020 (further - the Provision) are prepared for the purpose of realization of action 4.1.1 "Forming of interstate network of the centers of collective use" of the subprogramme 6.4 "Joint use and development of innovative infrastructure" ("Infrastructure") of the Interstate program of innovative state cooperation - members of the CIS for the period till 2020, approved by the Decision of Council of CIS Heads of Government of October 18, 2011 (further - the Program), and also actions 2.7 Complexes of actions for 2017-2020 for implementation of the Interstate program of innovative state cooperation - members of the CIS for the period till 2020 approved by the Decision of Council of CIS Heads of Government of May 26, 2017.

1.2. This Provision determines the purposes, tasks and algorithm of forming of interstate network of the centers of collective use in the field of innovative state cooperation - participants of the Program, requirement to the centers and procedure for rendering services by the centers.

1.3. In this Provision the terms and determinations fixed in appendix 4 to the "Dictionary of the Terms (Glossary) Necessary for Work with the Interstate Program of Innovative State Cooperation — Members of the CIS for the Period till 2020" Program are used.

1.4. The centers of collective use in the field of innovative state cooperation - participants of the Program (TsKP) are understood as the specialized organizations of the State Parties of the Program having the precision expensive scientific equipment, unique scientific installations, the experienced and experimental equipment, test benches, creation and (or) functioning of which is performed according to the legislation of the country of the location of TsKP.

1.5. The TsKP interstate network is understood as set of TsKP located in the State Parties of the Program.

1.6. Activities of the TsKP interstate network are performed according to the legislation of the State Parties of the Program, and also this Provision.

1.7. Users of TsKP are the researchers of the State Parties of the Program who submitted the evidence-based request and concluded contractual relations with TsKP on carrying out researches according to the legislation of the State Parties of the Program.

II. Purposes of forming of the TsKP interstate network

The purposes of forming of the TsKP interstate network are:

ensuring equal access to researchers of the State Parties of the Program to modern scientific and processing equipment and unique scientific installations on the principles of collective use, and also possibility of increase in efficiency of use of such equipment;

ensuring carrying out multi-profile, cross-disciplinary and mnogometodovy researches on the unique equipment;

increase in level of scientific research and quality of education by forming of the modern interstate research complexes meeting the international standards according to technical and operational characteristics of the instrument park;

forming and development of system of interstate interaction of innovative infrastructures of the State Parties of the Program.

III. Tasks of forming of the TsKP interstate network

Tasks of forming of the TsKP interstate network are:

creation of conditions for carrying out professional training of specialists of the top skills, and also implementation of research work as students, graduate students, doctoral candidates based on the modern scientific equipment;

rendering methodical and technical assistance in use equipment;
