1. Approve the enclosed Rules of professional training and maintenance of qualification of aviation inspectors.

2. To provide to committee of civil aviation of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective since August 1, 2019 and is subject to official publication.

Rules of professional training and maintenance of qualification of aviation inspectors

Chapter 1. General provisions

1. These rules of professional training and maintenance of qualification of aviation inspectors (further - Rules) are developed according to the subitem 3) of Item 6 of article 16-6 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" and determine procedure for professional training and maintenance of qualification of aviation inspectors.

2. In these rules the following main determinations are used:

1) the aviation inspector - the service employee of authorized organization in the field of civil aviation authorized on control and supervision in the field of use of airspace;

2) authorized organization in the field of civil aviation - the joint-stock company with absolute participation of the state in the authorized capital performing the activities aimed at providing sustainable development of industry of civil aviation of the Republic of Kazakhstan, aviation safety and aviation safety;

3) special preparation (retraining) - the training process of the aviation inspector directed to acquisition of new (additional) professional knowledge, skills, caused by implementation of new requirements;

8) maintenance of professional level - training process of the aviation inspector which purpose are updating, expansion and deepening of professional knowledge, skills;

9) rate - training process of the aviation inspector which purpose are updating and increasing knowledge and the abilities directed to enhancement of professional and methodical skill;

10) training - training of the aviation inspector at workplace under the leadership of person providing training for the purpose of practical mastering control methods and supervision of activities of civil and experimental aviation;

11) theoretical preparation - stage of process of professional training of the aviation inspector when which passing the trainee acquires special theoretical knowledge according to the training programs approved by authorized organization in the field of civil aviation;

12) training preparation - the stage of process of professional training of the aviation inspector when which passing the trainee acquires supports and enhances practical skills by means of different type of the training devices (aviation exercise machines);

13) ICAO - International Civil Aviation Organization.

3. Training of aviation inspectors is carried out in certified by authorized organization in the field of civil aviation (further - authorized organization) aviation training centers.

4. According to requirements of Doc8335 "Management according to Procedures of Operational Inspection, Certification and Constant Surveillance" approved by the Secretary general of ICAO for implementation of functions of control aviation inspectors, when training pass additional or expanded programmes of profound studying of single questions on following the directions:

1) ensuring production control of flights;

2) maintenance of the flight validity of air vehicles;

3) ensuring control of air vehicles of foreign air carriers;

4) ensuring control of aviation safety on the platform of airfields;

5) ensuring control of flights in airfields (helidromes) and platforms;

6) ensuring control of accomplishment of rules of airborne transportation;

7) ensuring control of aviation safety;

8) ensuring control of rescue flight servicing;

9) ensuring control of system of issue of certificates of aeronautical personnel;

10) ensuring control of investigation of aviation incidents and incidents.
