About approval of provision and structure of National council of public trust in case of the President of the Republic of Kazakhstan

1. Approve enclosed:

1) Regulations on National council of public trust in case of the President of the Republic of Kazakhstan;

2) Structure of National council of public trust in case of the President of the Republic of Kazakhstan.

2. To impose control of execution of this Decree on Administration of the President of the Republic of Kazakhstan.

3. This Decree becomes effective from the date of signing.

Regulations on National council of public trust in case of the President of the Republic of Kazakhstan

1. General provisions

1. The national council of public trust in case of the President of the Republic of Kazakhstan (further - National council) is advisory advisory body in case of the President of the Republic of Kazakhstan.

2. Main objective of activities of National council is development of offers and recommendations about topical issues of state policy on the basis of extensive discussion with representatives of the public, political parties, civil society.

3. The national council is guided in the activities by the Constitution, the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan, other regulatory legal acts, and also this provision.

2. Main objectives of National council

4. The main objectives of National council are: conducting public examination of drafts of concepts, state programs and regulatory legal acts;

consideration of significant strategic issues taking into account opinion of the public and civil society;

ensuring constructive dialogue between representatives of the public, political parties, the non-governmental sector and state bodies;

9. The working groups on certain spheres of development of society can be created by decisions of National council.

10. Members of National council have the right:

participate in preparation of materials for meetings of National council, drafts of its decisions;

take part in discussion and explanation of the questions in society considered at meeting of National council.

Members of National council have no right to delegate the powers to other persons.

Members of National council have the certificates of the member of National council of public trust signed by the Head of state in case of the President of the Republic of Kazakhstan.

11. Secretary of National council:

provides project development of the work plan of National council;

creates the draft of the agenda of its meetings;

will organize preparation of materials for meetings of National council, and also drafts of legal decisions;

notifies members of National council on the place, time of carrying out and to the agenda of the regular meeting of National council, timely provides them with required materials;

attracts in accordance with the established procedure to implementation of separate work types of experts, scientists and specialists;

holds exit advisory meetings in regions;

performs other powers according to orders of the Chairman.

4. Organization of activities of National council

12. Meetings of National council are held as required, but at least three times a year.

Meetings of National council are subdivided into general plenary and thematic.

The meeting of National council is competent if at it there is at least a half from total number of his members.

13. Decisions of National council are made at meeting by vote by a majority vote from total number of his members who are present at meeting.

In case of equality of votes of participants of meeting the voice of the Chairman is decisive.

The chairman has at discretion the right to establish other procedure for decision making on single questions.

14. Decisions of National council are drawn up by the protocol which is signed by the Chairman.

15. State bodies, and also the public associations which received recommendations of National council consider them and notify National council on the made decisions according to the procedure, established by the legislation of the Republic of Kazakhstan.

16. The topical issues of state policy discussed by National council and decisions made at meetings of National council are brought to the attention of the public through mass media, and also are placed on the Internet.

17. The officials who are not members of National council and also representatives of public organizations, mass media can be invited to meetings of National council according to the decision of the Chairman.

5. Ensuring activities of National council

18. Working body of National council is the relevant structural division of Administration of the President of the Republic of Kazakhstan.
