1. Approve Regulations on procedure for creation of rescue and fire fighting divisions of the Ministry of Emergency Situations of the Republic of Uzbekistan in areas, the cities and other settlements of the republic, on the objects having especially important state value or raised pozharo-and potential of explosion, according to appendix No. 1.
2. Determine that the expenses connected with execution of this resolution are performed within the budgetary appropriations allocated to the Ministry of Emergency Situations of the Republic of Uzbekistan, and also means received under agreements with the relevant organizations.
3. To the Ministry of Finance of the Republic of Uzbekistan since 2020 when forming budget parameters for the forthcoming year based on requests of the Ministry of Emergency Situations of the Republic of Uzbekistan to provide the expenses connected with execution of this resolution.
4. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.
5. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport A. Zh. Ramatov and the acting minister on emergency situations of the Republic of Uzbekistan T. A. Hudaybergenov.

1. This Provision determines procedure for creation of rescue and fire fighting divisions of the Ministry of Emergency Situations of the Republic of Uzbekistan (further - the Ministry of Emergency Situations) in areas, the cities and other settlements of the republic, on the objects having especially important state value or raised pozharo-and potential of explosion.
2. Rescue and fire fighting divisions include the rescue and fire fighting groups, parts and posts staffed by the employees having the status of the serviceman, or the workers and employees having the status of the rescuer, the republics created in areas, the cities and other settlements, on the objects having especially important state value or raised pozharo-and potential of explosion, for the purpose of liquidation of the fires and emergency situations, increase in efficiency of works on their prevention.
3. In this Provision the following basic concepts are used:
rescue and fire fighting group - the division intended for accomplishment of multi-profile rescue operations (radiochemical, medicobiological, rescuing in mountains and on waters, suppression of the fires, etc.), and also completed with special and other types of cars, the equipment and equipment;
rescue and fire fighting part - the division completed with two and more rescue and fire fighting and other types of cars, and also intended for suppression of the fires and accomplishment of other urgent rescue operations;
rescue and fire fighting post - the division completed with one rescue and fire fighting car, and also intended for suppression of the fires and accomplishment of other urgent rescue operations;
the rescue and fire fighting divisions staffed by the employees having the status of the serviceman - the divisions of the Ministry of Emergency Situations staffed by contract servicemen from among ordinary, sergeant and officer structures;
the rescue and fire fighting divisions staffed by the workers and employees having the status of the rescuer - the divisions of the Ministry of Emergency Situations staffed by the employees having the status of rescuers, and the performing employment relationships on the basis of the employment contract;
rescue and fire fighting depot (fire depot) - the object of the Ministry of Emergency Situations consisting of rooms for storage and maintenance of the rescue and fire fighting equipment, service premises for accommodation of staff, the room for acceptance of the arriving messages on emergency situations, technical and auxiliary rooms. the tasks, necessary for accomplishment, assigned to rescue and fire fighting divisions.
4. Creation of rescue and fire fighting divisions in areas, the cities and other settlements of the republic, on the objects having especially important state value or raised pozharo-and potential of explosion, is performed according to the scheme according to appendix to this Provision.
5. The rescue and fire fighting groups staffed by the employees, workers and employees having the status of the serviceman or rescuer are created by the decision of the President of the Republic of Uzbekistan in the Republic of Karakalpakstan, the regional centers and the city of Tashkent, and also in the certain cities and areas with the increased danger of emergence of emergency situations of natural and technogenic nature.
6. The rescue and fire fighting parts of the Ministry of Emergency Situations staffed by the employees having the status of the serviceman are created in the cities and the district centers with population of 50 thousand and more people, and also on the objects having especially important state value or raised pozharo-and potential of explosion.
The organizational structure and the number of staff of the created rescue and fire fighting divisions staffed by the employees having the status of the serviceman are determined by the Ministry of Emergency Situations within the means allocated for their maintenance.
