About carrying out experiment on quoting of emissions of pollutants and modification of separate legal acts of the Russian Federation regarding decrease in pollution of atmospheric air

1. For the purpose of ensuring decrease in level of pollution of atmospheric air in certain residential locations and city districts (including with intracity division) to carry out in city districts Bratsk, Krasnoyarsk, Lipetsk, Magnitogorsk, Mednogorsk, Nizhny Tagil, Novokuznetsk, Norilsk, Omsk, Chelyabinsk, Cherepovets and Chita (further - the experiment territories) experiment on quoting of emissions of pollutants (except for radioactive materials) to atmospheric air (further - emissions) on the basis of summary calculations of pollution of atmospheric air (further - summary calculations).
2. The experiment on quoting of emissions on the basis of summary calculations (further - experiment) is made from January 1, 2020 to December 31, 2026.
3. To the experiment territories in addition to listed regarding 1 this Article residential locations and city districts treat with high and very high pollution of atmospheric air. The technique of determination of high and very high pollution of atmospheric air affirms the federal executive body authorized by the Government of the Russian Federation.
4. The government of the Russian Federation establishes the list of the residential locations and city districts specified in parts 3 of this Article, terms and stages of carrying out experiment in such residential locations and city districts and also target indicators of decrease in emissions in them.
5. Requirements of this Federal Law, except for terms and stages of carrying out experiment, and also application of target indicators of decrease in emissions extend to the residential locations and city districts specified in part 3 of this Article.
1. The experiment is made according to this Federal Law and the legislation of the subject of the Russian Federation in the territory of which the experiment is made (further - the subject of the Russian Federation).
2. For each territory of experiment the Government of the Russian Federation on representation of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) the comprehensive plan of actions for decrease in emissions of pollutants in atmospheric air affirms (further - comprehensive plan).
3. The comprehensive plan includes target indicators, including target indicators of decrease in emissions which shall be reached during realization of comprehensive plan, the list of the actions directed to decrease in emissions from sources of emissions on the objects making negative impact on the environment, including on objects of utility, transport, social infrastructures, with indicators of decrease in these emissions, the list of other actions directed to improvement of quality of atmospheric air, with indication of terms of accomplishment of these actions, amounts and sources of financing, actionees of the specified actions of federal executive bodies, public authorities of subjects of the Russian Federation, local government bodies, legal entities and individual entrepreneurs.
4. The management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) bears the personal responsibility for achievement of the target indicators included in comprehensive plan.
5. Providing the bodies entering single system of the public power, the organizations and citizens information on condition, pollution of atmospheric air, complex assessment and the forecast of condition of atmospheric air are performed by means of federal state information system of state of environment.

8. For the purpose of assistance in carrying out experiment in case of the federal executive body performing functions on development of state policy and normative legal regulation in the field of environmental protection the interdepartmental council on carrying out experiment is created.

Interdepartmental council on carrying out experiment representatives of subjects of the Russian Federation, the federal executive body performing functions on development of state policy and normative legal regulation in the field of environmental protection, the federal executive body exercising federal state environmental control (supervision), federal executive body in the field of hydrometeorology and areas, adjacent to it, the federal executive body exercising federal state sanitary and epidemiological surveillance, the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of fuel and energy complex, federal executive body are included performing functions on development of state policy and normative legal regulation in the field of industrial and defense and industrial complexes, and also representatives of the organizations performing scientific activities in the field of protection of atmospheric air.
10. For assessment of achievement of target indicators of decrease in the emissions established by regulatory legal acts of the President of the Russian Federation for the experiment territories indicators of decrease in emissions of priority pollutants in the experiment territories are used.
