Council of Foreign Ministers of the Collective Security Treaty Organization

in pursuance of the solution of SMID of April 27, 2003,

realizing provisions of the Memorandum of increase in efficiency of the Agreement on collective security and its adaptation to modern geopolitical situation of May 24, 2000,

proceeding from need of further development and enhancement of foreign policy interaction of gosudarstvchlen within the newly created Collective Security Treaty Organization solved:

1. Approve Regulations on procedure for functioning of the mechanism of coordination of foreign policy activities of state members of the Collective Security Treaty Organization it (is applied).

2. Consider invalid Regulations on procedure for carrying out consultations between the State Parties of the Agreement on collective security of March 28, 1997 and the Procedure for coordination of foreign policy activities of the State Parties of the Agreement on collective security of November 28, 2001.

Regulations on procedure for functioning of the mechanism of coordination of foreign policy activities of state members of the Collective Security Treaty Organization

I. General provisions

1. Consultations between state members of the Collective Security Treaty Organization (further - the CSTO) are carried out to agreement performance about collective security (further - the Agreement) and the Charter of the CSTO, according to Regulations on Council of collective security (further - Council).

2. Foreign policy consultations are held:

- in the cases provided in Article 2 of the Agreement and also before important international forums with participation of state members of the CSTO (further - state members) or for consideration of the questions which are of mutual interest;

- at the request of Council or for the recommendation of executive and consultative bodies of the CSTO, and also before the sessions of Council and meetings of bodies of the CSTO;

- at the initiative of any of state members or group of state members.

3. The purposes of foreign policy consultations are:

- exchange of opinions and information between state members on questions, stipulated in Article 2 Agreements, and coordination of line items of state members on the substance of the discussed problems in the field of foreign policy and safety;

- preparation and representation to Council, consultative and executive bodies of the CSTO of offers on the coordinated steps and joint efforts of state members for the purpose of decision making on foreign policy or military-political perspective, including prevention or liquidation of safety hazard, territorial integrity and to sovereignty of state members, counteractions to threats and challenges, the international terrorism, drug trafficking, religious extremism and unauthorized migration;

- exchange of opinions or information of rather planned or undertaken one or several state members of the military-political share.

4. Consultative and executive bodies of the CSTO, any state member or several state members, and also the Secretary general of the CSTO (further - the Secretary general) in coordination with state members has the right to offer for discussion on consultations any questions affecting safety of one or several state members.

5. Consultations can have immediate nature in the cases connected with emergence of safety hazard, territorial integrity and to sovereignty of state members or threats to international peace and safety.

II. Organization and implementation of consultative process

1. Exchange of opinions and development of the approved or coordinated line items of state members on topical issues of the regional and international security are performed on regular basis in the following organizational formats:

- sessions of Council;

- meetings of Council of Foreign Ministers (further - SMID);

- meetings of the Council of Ministers of Defense (further - SMO);

- special meetings of Ministers of Foreign Affairs (ad hoc);

- committee meetings of secretaries of the Security Councils (далееКССБ);

- meetings of the Permanent Council under the Organization (daleepostoyanny Council) with participation of experts of state members;

- consultations of deputy ministers of foreign affairs and defense and deputy secretaries of the Security Councils;

- meetings of working group of experts of state members by assessment and the analysis of situation in zone of responsibility of the CSTO;

- consultations of representatives of Foreign Ministries of state members;

- consultations of permanent representatives of state members in the international organizations, meetings of ambassadors and other representatives of state members in the third states;

- in other forms which can be considered reasonable.

2. Regular meetings of SMID, SMO and KSSB ODKB determine main objectives, the directions, methods and stages of practical interaction of state members in foreign policy, military-political areas, by counteraction to new challenges and threats.

In the agenda of meetings the most topical issues of the regional and international security relating as to geopolitical situation in zone of responsibility of the CSTO, and for eepredelam are brought.

On cases in point are accepted:

- offers and recommendations to state members;

- decisions on collective interaction on specific foreign policy and military-political questions, including peacemaking, counteractions to nonconventional threats and challenges;

- drafts of decisions of Council;

- Statements, declarations, (including within the international and regional forums), final documents with their subsequent publication.
