About the documents regulating organization activity of the Agreement on collective security

Council of collective security of the Collective Security Treaty Organization solved:

approve:

- Rules of procedure of bodies of the Collective Security Treaty Organization (appendix No. 1);

- Regulations on procedure for acceptance and secession from the organization of the Agreement on collective security (appendix No. 2);

- Regulations on procedure for suspension of participation of state member in activities of bodies of the Collective Security Treaty Organization or its exception of the Collective Security Treaty Organization (appendix No. 3);

- Regulations on the Certificate of honor of Council of collective security of the Collective Security Treaty Organization (appendix No. 4);

- Description of the Certificate of honor of Council of collective security of the Collective Security Treaty Organization (appendix No. 5).

It is made in the city of Astana on June 18, 2004 in one authentic copy in Russian. The authentic copy is stored in the Secretariat of the Collective Security Treaty Organization which will send to each state which signed this Decision, its verified copy.

Rules of procedure of bodies of the Collective Security Treaty Organization

These rules of the procedure determine operating procedure of Council of collective security (further - Council), Council of Foreign Ministers, the Council of Ministers of Defense, Committee of secretaries of the Security Councils (further - SMID, SMO, KSSB) the Collective Security Treaty Organization (further - the Organization), procedure for holding their sessions and meetings, procedure of preparation, approval and adoption of the documents submitted for their consideration according to the separate Regulations on the specified bodies of the Organization approved by Council as it is determined in Art. 11 of Articles of organization.

 

Meetings

Rule 1. Time and venue of sessions and meetings

1. The decision on time and the venue of sessions of Council and meetings of SMID, SMO, KSSB is adopted at prior sessions and meetings.

2. The sessions of Council are convened as required, but at least once a year. Meetings of SMID, SMO, KSSB are held at least two times a year.

3. The extraordinary sessions of Council are convened according to the offer at least two state members of the Organization (further - state members). In this case to the Chairman of the board and in the copy to the Secretary general of the Organization (further - the Secretary general) the appeal with reasons for need of convocation of extraordinary session is sent and drafts of the agenda and the documents offered for discussion are represented.

In the cases provided by articles 2 and 4 of the Agreement on collective security (further - the Agreement), extraordinary sessions are convened according to the offer of any state member within three days after the address to the Chairman of the board.

Emergency meetings of SMID, SMO, KSSB are convened according to the decision of Council, the offer at least two members of SMID, SMO, KSSB. Chairman of SMID, SMO, KSSB.

4. Time and the venue of extraordinary sessions is approved by the Chairman of the board, and meetings of other bodies for the order of chairmen of SMID, SMO, KSSB the Secretary general.

 

Preparation of draft documents

Rule 2. Procedure for introduction of draft documents

1. The draft documents considered at the sessions of Council, meetings of SMID, SMO and KSSB are introduced by state members, and also the Secretary general and the Chief of the Integrated headquarters of the Organization (further - the Integrated headquarters).

Draft documents with the materials proving need of their acceptance go to the Secretariat of the Organization (далееСекретариат) and after expert and legal study in the Secretariat are submitted for discussion of the Permanent Council under the Organization (daleepostoyanny Council). The documents of the closed nature containing the state or military secret are submitted for discussion of the Permanent Council in special procedure. After consideration of draft documents by the Permanent Council they are distributed by the Secretariat in state members for carrying out in accordance with the established procedure interstate approval on which completion they arrive for generalization of notes and offers in the Secretariat, and then - in the Permanent Council.

After completion in the Permanent Council draft documents go the Secretariat to SMID, SMO and KSSB.

The specified bodies discuss the arrived projects, approve them or in case of need in accordance with the established procedure submit through the Secretariat of Council.

The documents which did not undergo interstate approval in state members on the sessions of Council, and also are not submitted for meetings of SMID, SMO and KSSB.

2. For completion and approval of draft documents the working groups of representatives of state members of appropriate level, the group of experts can be created.

 

Rule 3. Mailing of draft documents

1. About the notes and offers stated under draft documents during approval, the Secretariat without delay informs state members and the interested bodies.

2. The draft documents worked and approved with state members are transferred to Plenipotentiaries, as a rule, in 45 days, but no later than 30 days prior to the sessions (meetings).

 

Rule 4. Agenda. Forming of drafts of agendas

1. The secretary general together with the Permanent Council creates drafts of agendas of sessions of Council, meetings of SMID, SMO, KSSB and, having approved them with chairmen of the board, SMID, SMO and KSSB, transfers to Plenipotentiaries, as a rule, in 45 days, but no later than 30 days prior to the sessions of Council and meetings of SMID, SMO and KSSB.
