The statement of the Collective Security Treaty Organization on policy issues in the field of non-proliferation

of November 12, 2004

State members of the Collective Security Treaty Organization (CSTO) are basic and consecutive supporters of acceptance of the effective international measures directed to active counteraction to distribution the weapons of mass destruction (WMD), its components and delivery systems.

At the present stage new measurement to problem of fight against distribution to OHM was given by activation of the international terrorism. The real chance of possession of such weapon was got not only by the certain states, but also the terrorist organizations that does problem sharper and dangerous.

Bow of threat of distribution with terrorism represents global challenge to the world and the international security. Such global challenge requires the global answer. In this context state members of the CSTO welcome adoption of the resolution 1540 by the UN Security Council (2004), consider it as the timely response to threat of hit of weapons of mass destruction in hands of the terrorist organizations and believe that the resolution will promote strengthening of the operating international mechanisms and non-proliferation regime to OHM.

State members of the CSTO consider the Initiative of safety which got broad international support in fight against distribution of weapons of mass destruction (IBOR) as one of the most important elements of the common efforts of the world community directed to distribution non-admission to OHM.

Owing to the geographical location state members of the CSTO are at the intersection of possible ways of illegal transit of weapons of mass destruction, its components and delivery systems.

State members of the Organization are ready to cooperate according to international law and the national legal system with the State Parties of IBOR and the countries supporting it in carrying out necessary measures for counteraction to distribution to OHM.

State members of the CSTO recognize that actions in this direction are intended to supplement and strengthen the developed forms and methods of work within already existing non-proliferation regime and the international structures, and also will not interfere performed according to rules of international law trade and economic and to sci-tech cooperation of the states.

State members of the CSTO express confidence that only by common consecutive and persistent efforts the OHM can prevent distribution, and are ready to make the worthy contribution to collective efforts of all international community in this area.
