About establishment of standard rates of the minimum reserve requirements

According to part one of article 32 of the Law of the Republic of Kazakhstan "About National Bank of the Republic of Kazakhstan" the Board of National Bank of the Republic of Kazakhstan DECIDES:

1. During the periods of forming of reserve assets till April 13, 2026 (inclusive) to establish to banks of the second level and branches of nonresident banks of the Republic of Kazakhstan (further – bank) standard rates of the minimum reserve requirements in the amount of:

1) 3,5 (three whole five tenth) percent for the first and second category of obligations of bank in national currency;

2) 3,5 (three whole five tenth) percent for the third category of obligations of bank in national currency;

3) 10 (ten) percent for the first and second category of obligations of bank in foreign currency;

4) 10 (ten) percent for the third category of obligations of bank in foreign currency.

1-1. During the periods of forming of reserve assets from April 14, 2026 to August 31, 2026 (inclusive) to establish to banks standard rates of the minimum reserve requirements in the amount of:

1) 5 (five) percent for the first and second category of obligations of bank in national currency;

2) 3,5 (three whole five tenth) percent for the third category of obligations of bank in national currency;

3) 12 (twelve) percent for the first and second category of obligations in foreign currency of bank of the first group;

4) 15 (fifteen) percent for the first and second category of obligations in foreign currency of bank of the second group;

5) 10 (ten) percent for the third category of obligations of bank in foreign currency.

For the purposes of this resolution the banks which provided following the results of 2025 cumulative height at least 20 (twenty) percent for the following assets treat banks of the first group:

the credits to subjects of entrepreneurship (the non-financial organizations – the residents of the Republic of Kazakhstan, legal entities and individual entrepreneurs who obtained the credit for the entrepreneurial purposes);

government securities of the Ministry of Finance of the Republic of Kazakhstan and local executive bodies of the Republic of Kazakhstan;

corporate securities of subjects of the quasi-public sector (joint-stock company "National managing holding "Bayterek", joint-stock company "National welfare fund "Samruk-Kazyna" and their affiliated organizations, Kazakhstan Fund of Stability joint-stock company);

corporate securities of other resident issuers of the Republic of Kazakhstan who are not belonging to the financial organizations.

Other banks treat banks of the second group.

1-2. During the periods of forming of reserve assets since September 1, 2026 to establish to banks standard rates of the minimum reserve requirements in the amount of:

1) 5 (five) percent for the first and second category of obligations of bank in national currency;

2) 3,5 (three whole five tenth) percent for the third category of obligations of bank in national currency;

3) 15 (fifteen) percent for the first and second category of obligations of bank in foreign currency;

4) 10 (ten) percent for the third category of obligations of bank in foreign currency.

2. Establish to banks concerning which there is judgment which took legal effect about carrying out restructuring of bank, to the introduction in legal force of the judgment about the restructuring termination standard rates of the minimum reserve requirements in the amount of 0,0 (zero whole the zero tenth) percent for all obligations of bank.

3. Declare invalid the resolution of Board of National Bank of the Republic of Kazakhstan of March 20, 2015 No. 39 "About establishment of standard rates of the minimum reserve requirements" (it is registered in the Register of state registration of regulatory legal acts at No. 10985, it is published on May 18, 2015 in information system of law of regulatory legal acts of the Republic of Kazakhstan of Ad_let).

4. To department of monetary policy (Tutushkin V. A.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) together with Legal department (Sarsenov N. V.) state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this resolution its direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this resolution submission to Legal department of data on execution of the actions provided by subitems 2), 3) of this Item and Item 5 of this resolution.

5. To department of external communications - the press service of National Bank (Adambayeva A. R.) provide within ten calendar days after state registration of this resolution the direction it to the copy on official publication in periodic printing editions.

6. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Abylkasymova M. E.

7. This resolution is subject to official publication and becomes effective since August 13, 2019.
