About drinking water supply and water disposal

This Law establishes legal, organizational, economic, social basis of providing with drinking water and in to assignment, the state guarantees of ensuring needs for drinking water, water disposal, and also their qualities and safety.

Chapter 1. General provisions

Article 1. Basic concepts

In this Law the following basic concepts are applied:

- drinking water - water on the quality and safety in natural state or after processing (cleaning, disinfecting, addition of missing chemicals), meeting the established normative requirements and intended for drink, cooking and other economic domestic needs of the population, and also for production of food products;

- standard rates of quality and safety of drinking water (normative requirements) - set established scientifically - research methods and the admissible indicators of chemical and microbiological composition and organoleptic properties of drinking water (taste, color, smell, temperature) guaranteeing its safety and harmlessness for health of the population regulated by health regulations;

- drinking water supply - the activities aimed at providing needs for drinking water of physical persons and legal entities;

- source of drinking water supply - natural waters (superficial and underground) which are used for drinking water supply after the corresponding processing or without it;

- centralized system of drinking water supply (water supply system public) - complex of devices, hydraulic engineering and other constructions of water management appointment for fence, preparation of storage and supply of drinking water for places of its consumption, open for general use by physical and (or) legal entities;

- not centralized system of drinking water supply of the device, hydraulic engineering and other constructions of water management appointment for fence and preparation (or without preparation) drinking water, without its giving to places of consumption, open for general use by physical and (or) legal entities;

- autonomous systems of drinking water supply - the device, hydraulic engineering and other constructions of water management appointment for intake of drinking water and giving (or without giving) it to the places of consumption which are in individual use (the certain building, farm, the seasonal dacha or other separate object);

- system of providing with drinking water on the vehicle the equipment and installation placed on the vehicle for providing with drinking water passengers, crews and service personnel along the line the vehicle of passenger or other appointment;

- system of drinking water supply - all types of systems (centralized, not centralized, autonomous and systems of drinking water supply on transport) in the presence of general standard rates respectively, for satisfaction of drinking, physiological needs of the person and economic domestic needs;

- water disposal - acceptance, transportation and sewage treatment with use of sewer system;

- system of water disposal - complex of the engineering, hydraulic engineering and other water management constructions which are technologically connected among themselves intended for acceptance, transportation, cleaning and disinfecting of sewage and their rainfall to the established requirements before utilization or dumping into water objects - receivers of the purified sewage;

- sewage - the water dumped in accordance with the established procedure in water objects after its use or which arrived from the contaminated territory;

- structure and properties of sewage - set of the indicators characterizing physical, chemical, bacteriological and other properties of sewage, including concentration of pollutants and microorganisms in sewage.

- reliability of system of drinking water supply - property of system to provide certain mode of supply of drinking water to consumers according to normative quality requirements and safety of drinking water;

- reliability of system of water disposal - property of system to provide uninterrupted acceptance, transportation and sewage treatment according to the established standard rates of quality and safety;
