Approve the enclosed Administrative regulations of the Federal Service of troops of national guard of the Russian Federation on provision of the state service in issue to the legal entity of the import permit to the Russian Federation and export from the Russian Federation of civil, office weapon and cartridges to it <1>.

I. General provisions

Subject of regulation of regulations

1. These Administrative regulations of the Federal Service of troops of national guard of the Russian Federation on provision of the state service in issue to the legal entity of the import permit to the Russian Federation and export from the Russian Federation of civil, office weapon and cartridges to it determine terms and the sequence of ministerial procedures (actions) of officials of Rosgvardiya and her territorial authorities by provision of the state service in issue to the legal entity of the import permit to the Russian Federation and export from the Russian Federation of civil, office weapon and cartridges to it.

2.2. The legal entities who are engaged in collecting and (or) exhibiting of weapon and (or) cartridges.

2.3. The sports organizations and (or) sports clubs performing the activities in the corresponding sports connected with use of weapon <6>.

2.5. Legal entities - carriers of weapon and (or) cartridges which charters provide rendering services in transportation of weapon and cartridges on contractual basis.

2.6. Legal entities - the specialized organizations which are in accordance with the legislation of the Russian Federation about military and technical cooperation with foreign states the state intermediaries when implementing foreign trade activity concerning military products <8>.

Requirements to procedure for informing on provision of the state service

3. Of civil, office weapon and cartridges to it <1> includes procedure for receipt by applicants of information on questions of provision of the state service in issue to the legal entity of the import permit to the Russian Federation and export from the Russian Federation:

Informing concerning provision of the state service, including data on the course of its provision (it is performed directly in premises of Head department of the state control and licensed and allowing work of Rosgvardiya <2>, the centers and independent departments (departments) of licensed and allowing work of territorial authorities of Rosgvardiya <3>, and also on the telephone number for enquiries (phone answerphone), with use of mass media and in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (www.gosuslugi.ru) <4>);

informing on procedure for accomplishment of ministerial procedures and the course of provision of the state service (it is performed by the employee of the representative of division Rosgvardiya or the employee of division of licensed and allowing work to whom performing procedures on provision of the state service <7> is assigned, in case of the personal address of the applicant, and also with use of Internet network, mail service or by phone).

In case of the response to phone call the employee shall call the name of the representative of division Rosgvardiya or division of licensed and allowing work, surname, name, middle name (the last - in the presence) and position.

Duration of individual informing in oral form of each applicant constitutes no more than 10 minutes. If individual informing in oral form requires long (more than 10 minutes) preparation, the official performing informing in oral form offers to the interested person to apply for necessary information in writing.

In case of impossibility to answer independently the questions posed the employee shall report phone number on which it is possible to obtain necessary information.

3.2. Reference information <1> which is posted on the official site of Rosgvardiya in Internet network, in the federal state information system "Federal Register of the State and Municipal Services (Functions)" <2>, on the Single portal, and also at information stands in rooms of the representative of division Rosgvardiya and divisions of licensed and allowing work.

II. Standard of provision of the state service

4. The state service in issue to the legal entity of the import permit to the Russian Federation and export from the Russian Federation civil, office weapon and cartridges to it <1>.

5. The state service is provided by Rosgvardiya and her territorial authorities.

In import cases to the Russian Federation of the civil and (or) office weapon and (or) cartridges acquired beyond its limits or export from the Russian Federation of weapon and cartridges which return import is not supposed the state service is provided by authorized division of Rosgvardiya.

It is forbidden to demand from the applicant of implementation of actions the, including coordination necessary for receipt of the state service and connected with the appeal to other state bodies and the organizations, except for receipts of the services included in the list of services which are federal executive bodies, State Atomic Energy Corporation "Rosatom" of the state services, necessary and obligatory for provision, and are provided by the organizations participating in provision of the state services, No. 352 <2> approved by the order of the Government of the Russian Federation of May 6, 2011.

6. Is result of provision of the state service:

7. Terms of provision of the state service:

7.1. Issue of permission is performed no more than 14 calendar days from the date of registration of a statement in time.

7.2. Renewal of permission is performed no more than 14 calendar days from the date of registration of a statement in time.

7.3. Prolongation of effective period of permission is performed no more than 14 calendar days from the date of registration of a statement in time.

7.4. Issue of permission is performed in day of the address of the applicant after its informing on result of provision of the state service.

7.5. The refusal in issue of permission is performed no more than 14 calendar days from the date of registration of a statement in time.
