1. Approve the enclosed Rules of certification to veterans of the Great Patriotic War.

2. To provide to department of organizational and mobilization work of the General Staff of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

5) to impose Control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

Rules of certification to veterans of the Great Patriotic War

Chapter 1. General provisions

1. These rules of certification to veterans of the Great Patriotic War (further - Rules) determine procedure for certification to veterans of the Great Patriotic War (further - certificates) and rendering the state service.

2. Participants of war the military personnel serving in the military units, headquarters and organizations which were part of field army and fleet in the period of the Great Patriotic War and also during other combat operations on protection of the former Union of Soviet Socialist Republics, guerrillas and underground workers of the Great Patriotic War is recognized.

3. The state service "Certification to Veterans of the Great Patriotic War" (further - the state service) appears local authorities of military management of the Ministry of Defence through managements and departments of defense cases (further - the service provider).

4. In case of certification, earlier issued certificate of the veteran of the Great Patriotic War of sample of the Union of Soviet Socialist Republics is not withdrawn.

Chapter 2. Procedure for certification to veterans of the Great Patriotic War

The list of the main requirements to rendering the state service including characteristics of process, form, content and result of rendering, and also the data taking into account features of provision of the state service is stated in the Standard of the state service "Certification to Veterans of the Great Patriotic War" according to appendix 1 to these rules (further - the Standard).

The term of certification constitutes 1 (one) working day (day of reception of an application and documents does not enter rendering service in time).

For receipt of the state service physical persons (further - uslugopoluchatel) submit the application in form according to appendix 2 to these rules, through non-commercial joint-stock company "The Government for Citizens state corporation in the place of permanent registration (further - the State corporation), or for the web portal of "the electronic government" www.egov.kz (further - the portal) electronically certified by the digital signature (further - the EDS) uslugopoluchatel.

In case of documents acceptance the employee of the State corporation issues to uslugopoluchatel the receipt on documents acceptance, or in case of provision by uslugopoluchatel of incomplete document package, refuses documents acceptance and issues the receipt in form according to appendix 3 to these rules.

Data on the identity document (for identification) uslugopoluchatel, the employee of the State corporation and the service provider receive from the corresponding state information systems through lock of "the electronic government", in addition from the specified sources the service provider receives the digital photo of 30х40 millimeters in size in the form of the graphical file.

In case of the address on the portal, uslugopoluchatel the branch of the State corporation for receipt of result of rendering the state service gets out. The notification on adoption of the application with indication of the date of receipt of result of the rendering the state service signed by the EDS of the authorized person of the service provider goes to "personal account" of uslugopoluchatel.

The service provider in day of receipt of documents performs their acceptance, registration and transfer for execution to the executive in charge. The executive in charge of the service provider within 1 (one) working day performs consideration of documents and in the presence of information and necessary data confirming legal status of uslugopoluchatel will organize preparation of the certificate, in form according to appendix 4 to these rules, for issue or the notification on refusal in rendering the state service in form according to appendix 5 to these rules (further - the notification on refusal).

In the absence of information and necessary data for certification, the term of rendering the state service is prolonged:

up to 30 (thirty) working days - in need of receipt of confirmation from relevant organs of the Republic of Kazakhstan;
