1. Approve the enclosed Administrative regulations of the Federal Customs Service on provision of the state service in maintaining the register of owners of free warehouses.

2. To provide to customs authority (V. Yu. Skiba) central information technically modification of the information software used by the Federal Customs Service for the purpose of provision of the state service in maintaining the register of owners of free warehouses.

3. To impose control of execution of this order on the deputy manager of FCS of Russia responsible for the corresponding activity.

4. This order becomes effective after thirty days after day of its official publication.

Administrative regulations of the Federal Customs Service on provision of the state service in maintaining the register of owners of free warehouses

I. General provisions

Regulation subject

1. The administrative regulations of the Federal Customs Service on provision of the state service in maintaining the register of owners of free warehouses (further respectively - the Register, Administrative regulations, the state service) determine procedure of ministerial procedures (actions) of the Federal Customs Service for inclusion of legal entities in the register of owners of free warehouses, to modification of the register of owners of free warehouses, exception of legal entities of the register of owners of free warehouses by the statement.

Applicants on provision of the state service are legal entities (further - Applicants), except for the legal entities specified in the subitem 4 of part 4 of article 369 of the Federal Law of August 3, 2018 to No. 289-FZ "About customs regulation in the Russian Federation and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2018, No. 32, of the Art. 5082, No. 49, of the Art. 7524) (further - the Federal Law No. 289-FZ).

Receipt of information on questions of provision of the state service through the multipurpose center of provision of the state and municipal services is not provided.

Information on provision of the state service in electronic form is displayed in private office of the Applicant on the website of FCS of Russia (further - private office).

Reference information is posted on the official site by FCS of Russia, in the federal state information system "Federal Register of the State Services (Functions)" and on the Single portal.

II. Standard of provision of the state service

4. The state service - maintaining the register of owners of free warehouses.

The name of the Federal executive body providing the state service

5. The state service is provided to FCS of Russia.

On behalf of FCS of Russia provision of the state service is performed by structural division of FCS of Russia which competence includes maintaining the Register (further - responsible structural division of FCS of Russia).

FCS of Russia has no right to demand from the Applicant of implementation of actions the, including coordination necessary for receipt of the state service and connected with the appeal to other state bodies and the organizations, except for receipts of the services included in the list of services which are federal executive bodies, State Atomic Energy Corporation "Rosatom" of the state services, necessary and obligatory for provision, and are provided by the organizations participating in provision of the state services, No. 352 approved by the order of the Government of the Russian Federation of May 6, 2011 (The Russian Federation Code, 2011, No. 20, Art. 2829; 2019, No. 5, Art. 390).

6. Is result of provision of the state service:

inclusion of person specified in Item 2 of Administrative regulations in the Register and issue of the certificate on inclusion in the Register to it (further - the Certificate);

modification of the Register with issue (or without issue) the new Certificate;

exception of legal entities of the Register according to the statement of person.

The term of provision of the state service, including taking into account need of the appeal to the organizations participating in provision of the state service, the term of suspension of provision of the state service if the possibility of suspension is stipulated by the legislation the Russian Federation, the term of issue (direction) of the documents which are result of provision of the state service

7. The term of provision of the state service in case of acceptance or refusal in acceptance to consideration of the application about inclusion in the Register does not exceed 5 working days from the date of receipt of FCS of Russia of such statement.

8. The term of provision of the state service in case of inclusion or refusal in inclusion of the Applicant in the Register and issue of the Certificate does not exceed 45 working days from the date of acceptance of FCS of Russia of the statement for inclusion in the Register to consideration.
