Declare invalid the order of the acting minister on investments and development of the Republic of Kazakhstan of January 28, 2016 No. 128 "About approval of Rules of registration of information systems of state bodies, accounting of data on objects of informatization of "the electronic government" and placements of electronic copies of technical documentation of objects of informatization of "the electronic government" (it is registered in the Register of state registration of regulatory legal acts for No. 13320, it is published on March 10, 2016 in information system of law of Ad_let).

3. To provide to department of digitalization of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

4) within ten working days after state registration of this order submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of accounting of data on objects of informatization of "the electronic government" and placement of electronic copies of technical documentation of objects of informatization of "the electronic government"

Chapter 1. General provisions

1. These rules of accounting of data on objects of informatization of "the electronic government" and placement of electronic copies of technical documentation of objects of informatization of "the electronic government" (further – Rules) are developed according to the subitem 30) of article 7 of the Law of the Republic of Kazakhstan "About informatization" (further – the Law) and determine accounting treatment for data on objects of informatization of "the electronic government" and placement of electronic copies of technical documentation of objects of informatization of "the electronic government".

2. Accounting of data on objects of informatization of "the electronic government" and placement of electronic copies of technical documentation of objects of informatization of "the electronic government" is performed on the architectural portal of "the electronic government".

3. State bodies, local executive bodies, the state legal entities, subjects of the quasi-public sector provide reliability of data on objects of informatization of "the electronic government" and the placed electronic copies of technical documentation of objects of informatization of "the electronic government" on the architectural portal.

4. In these rules the following basic concepts are used:

1) the owner of objects of informatization – subject to which the owner of objects of informatization granted rights of possession and uses of objects of informatization in the limits determined by the law or the agreement and procedure;

2) lifecycle of object of informatization – set of stages of creation, commercial operation, development and termination of commercial operation of object of informatization;

3) technical documentation – documentation kit on object of informatization based on which creation and development of object of informatization, and also its trial and commercial operation is performed;

4) objects of informatization of "the electronic government" – the state electronic information resources, the software of state bodies, Internet resource of state body, objects of information and communication infrastructure of "the electronic government", including the objects of informatization of other persons intended for forming of the state electronic information resources, implementation of the state functions and rendering the state services;

5) accounting code of object of informatization of "the electronic government" – the unique identification number assigned to each object of informatization which accounting is performed on the architectural portal of "the electronic government";

6) the architectural portal of "the electronic government" (further – the architectural portal) – the object of informatization intended for implementation of accounting, storage and systematization of data on objects of informatization of "the electronic government", architecture of "the electronic government" for the purpose of further use by state bodies for monitoring, the analysis and planning in the field of informatization.
