1. Approve the enclosed Rules of maintaining the unified register of industrial zones.

2. To provide to committee of industrial development and industrial safety of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of maintaining the unified register of industrial zones

Chapter 1. General provisions

1. These rules on maintaining the unified register of industrial zones are developed according to the subitem 16) of article 11 of the Law of the Republic of Kazakhstan of April 3, 2019 "About special economic and industrial zones in the Republic of Kazakhstan" (further - the Law) and determine procedure for maintaining the unified register of industrial zones.

2. The basic concepts used in these rules:

1) industrial zone - the territory provided with engineering and communication infrastructure, provided to subjects of private entrepreneurship for placement and operation of objects of business activity, including in the field of the industry, agro-industrial complex, the tourist industry, transport logistics, waste management, according to the procedure, established by the legislation of the Republic of Kazakhstan;

2) the participant of industrial zone - the individual entrepreneur, the legal entity performing placement and operation of objects of business activity in the territory of industrial zone according to the procedure, established by the legislation of the Republic of Kazakhstan with which the managing company of industrial zone signs the agreement on activities implementation;

3) the Single coordination center - the legal entity performing coordination of activities of special economic and industrial zones;

4) local executive body (akimat) - the collegiate executive body headed by the akim of area, city of republican value and the capital, area (city of regional value), exercising within the competence local public administration and self-government in the corresponding territory;

5) the unified register of participants of industrial zones - the register of participants of all industrial zones created in the territory of the Republic of Kazakhstan.

6) the owner of private industrial zone - the physical or non-state legal entity.

Chapter 2. Procedure for maintaining the unified register

3. The unified register joins the industrial zones created in the territory of the Republic of Kazakhstan.

4. The unified register is created and kept by the single coordination center, the legal entity performing coordination of activities of special economic and industrial zones in electronic format in the state and Russian languages in form according to appendix to these rules.

5. The local executive body and owners of private industrial zones within twenty working days from the moment of creation of industrial zone, informs the single coordination center on it.

6. The single coordination center enters in the unified register data within five working days from the date of receipt of information on creation of industrial zone.

7. Maintaining the unified register includes:

1) introduction (inclusion) of data on industrial zones;

2) updating (updating) of data on industrial zones.

8. Updating (updating) of data on industrial zones happens in case of one of the below-stated cases:

1) change of the name of industrial zones;

2) change of the name of managing company of industrial zones;

3) change of legal address of managing company of industrial zones;

4) abolition of industrial zones.

9. Information containing in the unified register is placed on the Internet resource of the single coordination center, the legal entity performing coordination of activities of special economic and industrial zones.
