About approval of Operational regulations, servicing and repair of railway vehicles
According to subitem 34-39) of Item 2 of article 14 of the Law of the Republic of Kazakhstan of December 8, 2001 "About rail transport" PRIKAZYVAYU:
1. Approve the enclosed Operational regulations, servicing and repair of railway vehicles.
2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan;
3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of technical operation, servicing and repair of railway vehicles (further - Rules) are developed according to subitem 34-39) of Item 2 of article 14 of the Law of the Republic of Kazakhstan of December 8, 2001" About rail transport" and determine procedure for technical operation, servicing and repair of railway vehicles.
2. In these rules the following terms and determinations are applied:
1) the running uncoupling repair of the car (further - TR) - the repair which is carried out for providing or maintenance of the car with replacement or recovery of separate constituents, uncoupling from structure or group of cars, transfer to the non-working park and giving on the specialized ways;
2) major repair of the car (further - the KR the car) - the repair which is carried out for recovery of operability of car resource, complete or close to complete recovery, with replacement or recovery of any its parts including basic;
3) depot repair (further - DR) - scheduled repair for recovery of their working capacity with replacement or repair of separate constituents, and also upgrades of separate nodes;
4) repair documentation - documentation containing instructions for the organization of repair, the rule and procedure for accomplishment of major, medium and running repair, control, regulation, testing, preservation, transportation and storage of products after repair, mounting and testing and also measure value and regulations with which shall satisfy products after repair;
5) repair of railway vehicles - complex of transactions on recovery of operability, working capacity and resource of railway vehicles;
6) major repair (further - the KR-1) - scheduled repair of cars for recovery of operability and resource of cars by replacement or repair of the worn-out and damaged nodes and details, and also their upgrade;
7) major repair (further - the KR-2) - scheduled repair for recovery of operability and resource of cars with partial opening of body to metal with replacement of heat insulation and electrical wiring. If necessary with replacement of basic systems, elements of designs and upgrades of the main nodes;
8) major repair with prolongation of service life (further - KRP) - control of technical condition of all bearing components of design of the car with recovery of their appointed resource, replacement or recovery of any its constituents, including basic and purpose of new service life;
9) the maintenance manual - the document containing the data on design, operation principle, characteristics (properties) of products and specifying necessary for the correct and safe operation of products (proper use, maintenance, running repair, storage and transportation) and estimates of its technical condition in case of determination of need of sending it in repair, and also data on utilization of products;
10) field service (further - SO) - complex of the technical and organizational actions performed by the specialized organizations and/or manufacturers of railway rolling stock or its constituents for ensuring operation and repair of railway rolling stock;
11) maintenance (further - TO) - set of the technical and organizational actions directed to maintenance of railway vehicles in operating state.
3. The procedure for technical operation of railway vehicles includes processes on observance of requirements of the operating documentation, for the purpose of safety control of train movements and shunting operation on railway tracks.
4. The employees of national operator of infrastructure, owners of railway vehicles, auxiliary service of rail transport who are directly servicing railway vehicles provide observance of requirements of the Operational regulations of rail transport (further - PTE RK) approved by the order of the Minister of investments and development of the Republic of Kazakhstan of April 30, 2015 No. 544 (registered in the Register of state registration of regulatory legal acts for No. 11897), legislations of the Republic of Kazakhstan in the field of technical regulation, health care, the sphere of standardization and the ecological legislation of the Republic of Kazakhstan.
5. The operated park is constituted by the locomotives occupied on all work types including being on maintenance of TO-1 and TO-2, established in regulating by technical documentation.
Maintenance of TO-1 and TO-2 of locomotives is periodic and is intended for control of technical condition of nodes and systems of the locomotive for the purpose of trouble prevention in operation, and also maintenance in serviceable technical condition.
6. The procedure for technical operation of railway vehicles is established according to PTE RK.
7. The railway vehicles which on the technical condition do not correspond the requirement of PTE RK and require repair or write-off are considered defective.
Defect of railway vehicles is determined by employees of National operator of infrastructure, carrier and auxiliary service on rail transport.
