1. Approve enclosed:

1) method of calculation of costs for creation, development and maintenance of objects of informatization of state bodies, according to appendix 1 to this order;

2) standard rates of costs for creation, development and maintenance of objects of informatization of state bodies, according to appendix 2 to this order.

2. Recognize invalid the following orders:

1) the order of the acting minister on investments and development of the Republic of Kazakhstan of January 28, 2016 No. 133 "About approval of calculation procedure and standard rates of costs for creation, development and maintenance of information systems of state bodies" (it is registered in the Register of state registration of regulatory legal acts for No. 13351, it is published on March 31, 2016 in information system of law of Ad_let);

2) the order of the Minister of information and communications of the Republic of Kazakhstan of June 21, 2017 No. 226 "About introduction of amendments to the order of the acting minister on investments and development of the Republic of Kazakhstan of January 28, 2016 No. 133 "About approval of calculation procedure and standard rates of costs for creation, development and maintenance of information systems of state bodies" (it is registered in the Register of state registration of regulatory legal acts for No. 15381, it is published on August 27, 2017 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan);

3) the order of the Minister of information and communications of the Republic of Kazakhstan of December 27, 2018 No. 548 "About introduction of amendments to the order of the acting minister on investments and development of the Republic of Kazakhstan of January 28, 2016 No. 133 "About approval of calculation procedure and standard rates of costs for creation, development and maintenance of information systems of state bodies" (it is registered in the Register of state registration of regulatory legal acts for No. 18148, it is published on January 14, 2019 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan).

3. To provide to department of digitalization of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Method of calculation of costs for creation, development and maintenance of objects of informatization of state bodies

Chapter 1. General provisions

1. This Method of calculation of costs for creation, development and maintenance of objects of informatization of state bodies (further - the Technique) is developed according to the Law of the Republic of Kazakhstan "About informatization" and the subitem 131) of Item 15 of the Regulations on the Ministry of the digital development, innovations and the aerospace industry of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 12, 2019 No. 501.

2. The technique is applied at project planning stage in the field of the information and communication technologies directed to creation and development of the objects of informatization (further - the project in the field of ICT) financed by budgetary funds and also in planning process of calculations of the expenses directed to maintenance of objects of informatization.

3. In this Technique the following basic concepts and reducings are used:

1) the actor - any computing entity, external in relation to system, which interacts with system and uses its functionality for achievement of particular purposes or the solution of private tasks;

2) information and communication infrastructure - (further - IK-infrastructure) - set of the objects of information and communication infrastructure intended for ensuring functioning of the technological circle for the purpose of forming of electronic information resources and provision of access to them;

3) the external device of IK-infrastructure - the devices of input-output, printout, storage and information transfer connected functionally with the central processing unit according to IK-infrastructure;

4) developer - the physical person or legal entity performing works on development (including requirement analysis, designing, testing, implementation and another) in the course of lifecycle of object of informatization;

5) the software - set of programs, program codes, and also software products with the technical documentation necessary for their operation;

6) quality of software - set of properties of software which cause its suitability to satisfy the set or implied requirements according to its assignment;

7) labor input indicators - labor input of realization of functional unit of measurement in man-hours for certain process of creation and development of object of informatization;

8) elasticity - the measure of sensitivity of one variable to change another showing on how many percent will change the first indicator in case of change of the second for 1%;
