Cabinet of Ministers of Ukraine decides:

1. Approve such which are applied:

The paragraph two is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 24.12.2019 No. 1101;

Procedure for appointment and payment of the government public assistance to the orphan children and children deprived of parent guardianship, persons from their number including with disability, cash cover to parents tutors and adoptive parents for provision of social services in orphanages of family type and foster homes by the principle "money goes for the child".

2. Ceased to be valid according to the Resolution of the Cabinet of Ministers of Ukraine of 20.08.2021 No. 893

3. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

Procedure for appointment and payment of the government public assistance to the orphan children and children deprived of parent guardianship, persons from their number including with disability, cash cover to parents tutors and adoptive parents for provision of social services in orphanages of family type and foster homes by the principle "money goes for the child"

1. This Procedure determines the mechanism of appointment and payment of the government public assistance to the orphan children and children deprived of parent guardianship, persons from their number including with disability which are in orphanages of family type and foster homes (further - the government public assistance), of cash cover to parents tutors and adoptive parents for provision of social services in orphanages of family type and foster homes (further - cash cover) by the principle "money goes for the child", and also payments of single fee to obligatory national social insurance for parents tutors and adoptive parents who are performed at the expense of the means provided in the general fund of the government budget of Minsotspolitiki according to the appropriate program.

Appointment and payment of the government public assistance, cash cover are performed with observance of requirements of the Law of Ukraine "About ministerial procedure".

2. The government public assistance is appointed and paid monthly in cash to parents tutors on each child pupil and to adoptive parents on each adopted child.

3. Cash cover is appointed and paid monthly to each of parents tutors and one of adoptive parents.

4. Appointment and payment of the government public assistance, cash cover are performed by structural divisions concerning social protection of the population of the district, district state administrations (military authorities), executive bodies in Kiev city, district in the cities (in case of their education) councils (further - structural division concerning social protection of the population) with use (on technical capability) functionality of the Unified information system of the social sphere (except the payments performed according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 No. 215 "About features of charge and payment of money allowances, privileges and housing subsidies for the period of action of warlike situation" (The Official Bulletin of Ukraine, 2022, No. 25, the Art. 1302) based on prepared by service for children of the documents which are stored within five years after the termination of payment of the public assistance and cash cover.

5. The structural division concerning social protection of the population appoints the government public assistance and cash cover according to the statement of parents tutors and one of adoptive parents to whom are applied:

the decision of the district, district state administration in Kiev, executive body city, district in the city (in case of its creation) council about the child's device in orphanage of family type or foster home;

the documents confirming the status of the child;

information of body of the public executive service on the size of the alimony;

the reference from the place of study on the grant size;

the copy of the conclusion of medico-social commission of experts or the medical certificate of the medical and advisory commission of treatment and prevention facility about the child with disability issued in the procedure established by the Ministry of Health;

the copy of the certificate of the citizen who lives works (studies) in the territory of the mountain settlement issued according to the Law of Ukraine "About the status of mountain settlements in Ukraine".

Statements with necessary documents and/or data for purpose of the government public assistance and cash cover (further - statements with necessary documents and/or data) are accepted from applicants by structural divisions concerning social protection of the population of the district state administrations (military authorities) only in case of the direction them with use of means of mail service or electronically (through the official website of Minsotspolitiki, information systems of executive bodies and local government bodies integrated with it or the Single state web portal of electronic services).

The official of structural division concerning social protection of the population who adopts statements with necessary documents and/or data in particular sent with use of means of mail service, registers them and creates electronic personal records with use of functionality of the Unified information system of the social sphere.
